Description
It is the intent of the Division of Specialized Information Services (SIS) of the National Library of Medicine (NLM) to acquire professional services on a sole source basis under authority of FAR 6.302 from Dr. Jay Brown, Indiana, for the purpose of providing specialized consultation on Haz-Map database in the NLM environment. The period of performance is for one (1) year with two successive one-year option periods. SIS offers a variety of toxicology information to the public through the Internet. This information takes the form of bibliographic files such as TOXLINE and data files such as the Hazardous Substances Databank (HSDB). Most files are not structured in such a way that a symptom developed in the workplace, such as ?rash?, can be tracked back to a given chemical or chemical class and/or type of job. Haz-Map, created by Dr. Jay Brown is such a database and it provides linkage between symptoms, jobs and chemicals. The experimental Haz-Map web site was made available to the public in May 2002. Specifically, Dr. Brown shall: update the data in Haz-Map for completeness and compatibility with the SIS suite of databases; provide a list of core journals that are used for updating the content of the file and search PubMed for relevant information; provide Internet sources of relevant images for diseases and findings; enhance the job table by adding information on cancer risk (can be added in a new field); and consider ways for including new jobs not classified in the SOC code. Dr. Brown is uniquely qualified to offer these services. Dr. Brown is the originator and sole author of Haz-Map and makes it available to NLM as a public resource. Dr. Brown holds M.D. and M.P.H. degrees and is Board Certified in Occupational Medicine by the American Board of Preventive Medicine. Dr. Brown has over ten years of experience working in occupational medicine clinics. This service will be solicited using FAR Part 13 (Simplified Acquisitions). This is not a Request for Quotations (RFQ), nor is an RFQ available, however, all interested parties may submit a capabilities statement which will be considered by the NLM. The capabilities statement should demonstrate that the interested party is able to provide the professional technical services as specified above. All capabilities statements received in response to this notice will be evaluated based on the following evaluation criteria: 1) key personnel must have earned a MD degree, Master in Public Health and be Board Certified in Occupational Medicine (35%); 2) experience in formatting developing and maintaining biomedical relational databases and the ability to assemble, organize, analyze and disseminate a variety of biomedical materials in electronic environment for the use of public domain (25%); 3) ability to demonstrate extensive working knowledge and experience working with medical literature and chemical information regulations (20%); 4) key personnel must have at least 5 years experience in occupational medicine clinics and an extensive working knowledge of them (20%).
