Description
The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), plans to procure on a sole source basis services for a Special journal issue of Nicotine and Tobacco Research on the topic of Internet delivered tobacco cessation interventions with the Society for Research on Nicotine and Tobacco, 7600 Terrace Avenue, Suite 203, Middleton, WI 53562. This requirement will be procured in accordance with FAR Part 12. The North American Industry Classification System Code is 541990 and the business size standard is $6M. The Tobacco Control Research Branch of the NCI has a prominent role in tobacco behavioral research. The TCRB assists in the development of research opportunities and dissemination of the information garnered from specific research as it relates to tobacco usage in all its forms. The articles to be published by the SRNT's journal in a special issue specifically relating to technology assisted treatment interventions will assist NCI and the TCRB disseminating information that was presented and discussed at two meetings of the Web Assisted Treatment Interventions group, and consequently, help advance the mission of the TCRB. Publication: The design and style of this special issue of Nicotine and Tobacco Research shall match previous special issues of the journal. Thus, this issue will have the same appearance as regular issues except for the notation that it is a special supplement to the journal. Society for Research on Nicotine and Tobacco (SRNT) is the only organization known that is responsible for producing Nicotine and Tobacco Research. SRNT was a supporter of the "1st Web Assisted Tobacco Interventions Meeting", which stimulated research in Web based interventions for tobacco. Further, SRNT is uniquely qualified to prepare this special issue due to its experience with the format and procedures required by Nicotine and Tobacco Research journal. Nicotine and Tobacco Research is the one of the worlds few peer-reviewed journals devoted exclusively to nicotine and tobacco research and is the only such journal to have published articles related to Web assisted treatment interventions. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, September 8, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
