- Description
- The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS) plans to procure services on a sole source basis for Developing a Communications Infrastructure for Researchers in Tobacco and Health Disparities with The Pennsylvania State University, 201 Henderson Building, University Park, PA 16802. The supplies and services are being procured in accordance with FAR Part 12. The North American Industry Classification System Code is 541990 and the business size standard is $6M. The proposed project aims to develop a multi-channel communications plan for senior researchers interested in tobacco and health disparities. The multi-channel communications plan shall provide a mechanism for promoting collaboration and disseminating information to senior researchers on relevant funding mechanisms, conferences/meetings, published papers, reports, and proposed and existing projects related to tobacco and health disparities. The Pennsylvania State University is uniquely qualified to perform the duties and can perform this work in the most efficient and cost-effective manner for the government. They have experience in cancer prevention, tobacco control and health disparities, and have worked with researchers from multiple disciplines on a variety of health disparities issues. Pennsylvania State has facilitated multi-channel communications mechanisms among research groups and engaged researchers in issues related to tobacco and health disparities via email, in-person meetings, and written communications. Researchers at Pennsylvania State have worked in the past with NCI on building its health disparities research agenda in tobacco control including publishing several papers and reports and are well-positioned to lead this effort to develop the multi-channel communications plan. These linkages will result in greater awareness of the science in tobacco and health disparities and increased networking among researchers on issues related to tobacco and health disparities. This is not a request for competitive quotation. However, if any interested party believes it can perform the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform this requirement. Capability statements must be received in the contracting office by 1:00 PM EST, September 8, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
