Description
In accordance with Simplified Acquisition procedures The National Cancer Institute (NCI), Division of Cancer Control and Population Sciences (DCCPS), Behavioral Research Program (BRP), Tobacco Control Research Branch (TCRB) to provide sponsorship to the Oregon Health & Science University, 3181 SW Sam Jackson Park Rd, Portland, OR 97201 for developing and disseminating a comprehensive approach to state-level tobacco cessation. The mission of the TCRB is to lead and collaborate on research, and to disseminate evidence-based findings to prevent, treat, and control tobacco use. Tobacco use is the nation's leading cause of preventable death. The Tobacco Control Research Branch (TCRB) is working toward a world free of tobacco use and related cancer and suffering. TCRB leads and collaborates on research, and disseminates evidence-based findings to prevent, treat and control tobacco use. The contractor shall convene a think tank of representatives from representatives of eight states and national partners to develop a comprehensive approach to tobacco cessation in states. The contractor shall then disseminate this comprehensive approach at the state level through a tobacco cessation training program. This cessation training program shall showcase products and initiatives to date and engage additional states in other regions in conducting similar efforts. The training program shall include: 1)A workshop held in early 2005, co-sponsored by the participating national agencies including the CDC, the American Legacy Foundation, the Center for Tobacco Cessation, and the Campaign for Tobacco-Free Kids; 2) Conference calls to explore specific topics of interest for program implementation, including program approaches for disparate populations, programming to reach young tobacco users, major barriers to implementation, and professional training; and 3) One-on-one telephone and email follow-up of requests for technical support. The work described above builds on, but does not duplicate, the work covered by contract #263-MQ-319885-1 with the Oregon Health & Science University. This vendor has been assisting states in developing a comprehensive approach to tobacco dependence treatment through partnerships with health care systems, businesses, quitlines, and community programs. This assistance has included steps for assessing current health care coverage for tobacco dependence treatment, determining existing systems to support tobacco cessation treatment, developing strategies for expanding treatment including integrating health systems with quitline services, promoting health insurance coverage, and assessing progress. They have experience assisting states with developing a comprehensive approach to statewide tobacco cessation and have worked collaboratively for over three years with representatives from the five western states of Oregon, Washington, California, Arizona, and Hawaii, along with representatives from national partners including the Centers for Disease Control, the Center for Tobacco Cessation, the SmokeLess States project, and the National Center for Tobacco-Free Kids. The purpose of this collaboration has been to pool data, resources, and experience in the development of a comprehensive statewide approach to tobacco cessation and implementation strategies. The Oregon Health & Science University has unique capabilities, collaborations, and connections to develop and disseminate state-level tobacco cessation training and is, therefore, the only organization known to the NCI researcher that can meet all of the requirements. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service, and has the support of the above listed partners it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 16, 2004. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
