Description
The National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Cancer Research (CCR) Pediatric Oncology Branch intends on entering into a sole source contract with Texas Children's Cancer Center, Baylor College of Medicine, One Baylor Plaza, Houston, TX 77030 for the acquisition of 390 tissue block samples. This acquiistion is being conducted based on FAR 13. The North American Industry Classification Code is 541380 and the business size standard is $10M. The Pediatric Oncology Branch develops preclinical investigations and phase I/II clinical trials in pediatric patients. Cancer drug discovery is focused on identifying molecularly targeted drugs that are more selective and specific for proteins and signaling pathways directly involved in tumorigenesis. Currently, the emphasis is on therapeutic targets present in common epithelial-derived adult cancers, which have a different pathogenesis than pediatric malignancies. The acquisition of accurately diagnosed and appropriately characterized tissue samples and accuracy of the pathology report is vital to the success of the Pediatric Oncology Branch projects. The Texas Children's Cancer Center was chosen for this project based on its reputation of it's pathology department, number of new cases of childhood cancer treated per year, willingness, collaboration and ability to provide support services necessary to obtain the required tissue blocks. Texas Children's Cancer Center has the required pediatric oncologic pathology services that will permit the acquisition of appropriately characterized and diagnosed tissue blocks as well as a sufficient volume of specimens required to manufacture the proposed childhood cancer and plexiform neurofibroma tissue microarray for molecular target screening and clinical drug development. Baylor College of Medicine is the only source known to the NCI that can provide the required pathology services to obtain the tissue block samples that can be used in the construction of specific array. This notice of intent is not a request for competitive quotations. However, if any interested party believes it can meet the above requirements, it may submit a statement of capabilities. The capability statement and any other furnished information must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can fully meet the requirements herein. Capability statements must be received in the contracting office by 1:30 PM EDT (local Washington, DC time) on September 15, 2004. A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. Information received shall be considered solely for the purpose of determining whether to conduct a competitive procurement. Please reference RFQ-NCI-40153-NQ on any and all correspondence.
