Description
The National Institutes of Health (NIH), National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a requirement to purchase an analytical HPLC system composed from a Series 1500 Pump, Variable/Dual Wavelength UV/Vis Detector, PEEK Sample Injector, Unity Lab Control & data acquisition system, Mobile Phase Preheater/Cooler, Fraction Collector Jr., and Thermostated enclosure for column, injector and fraction collector from Thomson Instrument Company, 354 Tyler Road, Clear Brook, VA 22624. The system must be compatible with the Pharmacia Superdex PC 3.2/30 series of size exclusion columns. The performance requirements are that injected samples of volume 10-50ul must produce sample elution peaks with elution time variability of less than 2 sec upon repeated injections at 50 micrlolitre/minute flow rate. The enclosure must provide operational temperatures at anywhere between 4 and 20 centigrade. The system must be able to maintain flow-rates between 0.001-12 ml/min with PEEK tubing, minipulse with pressure monitoring and RS-232 control; and include a variable wavelength (from 190-800nm) programmable UV/VIS detector with a 9 ul flow cell. The entire system must fit into a space of not larger than 56cm x 56cm x 35cm. The Institute intends to purchase this equipment by other than full and open competition from Thomson Instrument. To the best of the Governments knowledge they are the sole manufacturer and distributor of this equipment. Interested vendors may identify in writing their interest with a capability statement to the Contracting Office prior to the closing date of this notice. This notice of intent is not a request for competitive proposals, however, all responses received, before the closing date, of this announcement will be considered by the Government. A determination by the Government not to compete this proposed acquisition is based upon responses to this notice and is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. It is anticipated that Request for Quotation (RFQ) NIH-NIDDK-04-323 will be available fifteen (15) days after the publication date of this synopsis. Receipt of quotations will be due ten (10) days after the release of the RFQ. The anticipated award date is September 28, 2004. Request for copies of the RFQ must be in writing and may be FAXED to 301-480-4226. Quotations must be submitted in writing to the National Institute of Diabetes and Digestive and Kidney Diseases 6707 Democracy Blvd., Room 774C, Bethesda, Maryland 20817 Attention: Patricia Haun. FAX quotations must contain offerors names, address, telephone number and fax number. FAX quotations will only be accepted if dated and signed by an authorized company representative.
