- The purpose of this contract is to provide membership for the Department of Education in a Performance Consortium organized and administered by NAPA to assist the Department in successful implementation of the Government Performance and Results Act of 1993, the President?s Management Agenda, and performance-based management initiatives. NOTICE OF INTENDED SOLE SOURCE PURCHASES- Intended Source: National Academy of Public Administration 1100 New York Ave. NW Suite 1090 East Washington, DC 20005-3934 202.347.3190 The proposed contract action is for a membership for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. It is believed that only the source listed above can supply a membership that will satisfy agency requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by the posted response date will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
