Description

Attached are PL/DITCO responses to comments/questions received on the Enterprise Business Modernization (EBM) Request for Information (RFI). The current schedule for the PL/DITCO EBM project is to release a draft Request for Proposal (RFP) by 15 Oct 04 with the final RFP being released by 19 Nov 04 with proposals due by 19 Jan 05 and award no later than 29 Apr 05. No presolictation conference or one on one meetings as a result of RFI responses will be held. The draft RFP will contain sufficient information for small businesses to determine whether or not at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business. Responses from small businesses that wish to perform as a prime contractor will be required to submit capability information to demonstrate that at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the small business within 2 weeks from the date the draft RFP is issued. At that time, those responses will be reviewed and a determination made whether or not the EBM RFP will be issued as a small business set-aside. The North American Industry Classification System (NAICS) code for this acquisition is 511210 , with an associated size standard of $21M.
