- Description
- NASA/GSFC has a requirement for the design, development, fabrication, and delivery of 17 Coarse Sun Sensors for a Goddard Space Flight Center (GSFC) payload, the Solar Dynamics Observatory (SDO). All work shall be accomplished in accordance with the attached Request for Quote (RFQ),Specifications, Statement of Work (SOW), Deliverable Items List (DILS) and other related documents. The RFQ and all attachments for this procurement are available via the Internet. All related documents have been provided in Microsoft Office 2000 format and these documents are accessible on the World Wide Web (WWW) server, which may be accessed using a www browser application. This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, which is issued as a Request for Quotation (RFQ); quotes are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12. This procurement will be a Full and Open Competition and is being conducted under the authority of FAR Subpart 13.5, Test Program for Certain Commerical Items. The following procedures apply to this procurement. The evaluation factors listed in this solicitation do not necessarily indicate their order of importance and subfactors, if any, may not be indicated. A competitive range determination may not be made. Award without discussions may be made. Negotiations may be held with one or more offerors but not necessarily with all offerors in the competitive range if one is established. Comparative evaluations of offers may be made. Offers will be evaluated inclusive of transportation charges from the shipping point of the supplier to the delivery destination. Award will be based upon an assessment of price and other factors. The award document may be a purchase order or a contract at the discretion of the Contracting Officer. Notifications to unsuccessful offerors shall be given only if requested. The provisions and clauses in the RFQ are those in effect through FAC 01-20. The NAICS code and the Small Business size standard for this procurement are 541330 and $4.0M. The offeror shall state in their offer their size status for this procurement. The DPAS rating for this procurement is D0-C9. Offers for the item(s) described above are due by 10:00 AM on September 13, 2004. (See attached RFQ) All responsible sources may submit an offer which shall be considered by the agency. All contractual and/or technical questions regarding this acquisition must be submitted in writing, via e-mail no later than September 7, 2004. Prospective offerors shall notify this office of their intent to submit a quotation. It is the quoter's responsibility to monitor this site for the release of amendments (if any).
