- In accordance with FAR Part 13 and FAR Part 12, the U.S. Environmental Protection Agency, National Vehicle and Fuel Emissions Laboratory located in Ann Arbor, Michigan is seeking support for the modification of various parts of its NONROAD model to prepare it to be finalized. Work will include updating input data, fixing errors in the computer code of the GUI, core model, and reporting utility; enhancing and adding new model features to the GUI, core model, and reporting utility (including creating a diesel engine retrofit benefit estimation option); and updating the model's User's Guide. It is anticipated that all work on the project will be completed within four months of award of the contract. This procurement will be made using "Best Value" procedures. This procurement is a small business set-aside under NAICS code 541511 with a size standard of $21 million dollars. The solicitation should be issued by September 13, 2004 on EPA website: http://www.epa.gov/oam/cinn_cmd. This office does not intend to mail hard copies of the solicitation. All responsible sources may submit a proposal which shall be considered by the agency. See Note 1
