Description
The Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee (CPFF) Order under NAVAIR Basic Ordering Agreement (BOA) Number N00019-03-G-0004 for flight testing and post flight testing analysis of the Joint Air to Surface Standoff Missile (JASSM) Weapon System on the United States Navy (USN) F/A-18 E/F Aircraft. This requirement will consist of the performance of tasks associated with flying qualities and loads flight testing, post flight testing analysis, test matrix development, flight test data analysis and final flight clearance recommendations and providing all associated technical, administrative and financial data. NAVAIR intends to negotiate this Order on a sole source basis with McDonnell Douglas Corporation, A Wholly Owned Subsidiary of the Boeing Company, St. Louis, MO 63166-0516 under the authority of Title 10 U.S.C. 2304(c)(1) as cited in FAR Part 6.302-1, ?Only one responsible source and no other supplies or services will satisfy agency requirements.? MDC is the sole designer, developer, manufacturer and supplier of the F/A-18 Weapon System, and only MDC has the F/A-18 peculiar engineering data, capability, resources and expertise required to perform NAVAIR?s requirements. Therefore, MDC?s unique qualifications justify this sole source under the authority of Title 10 U.S.C. 2304(c)(1) and FAR Part 6.302-1. See Numbered Note 22 ? NAVAIR Synopsis Number 20054-04.
