Description
The Northern Region Contracting Center, Mission Support Division, Fort Leavenworth, KS, is seeking sources among GSA schedule contractors. The service requested is support to A/DCSINT Threats for OPFOR / Threat Terrorism Project Augmentation, Senior Military Analyst. The contractor shall provide support for A/DCSINT Threats by researching, developing and producing appropriate terrorism and related materials / doctrine for Army training and force development. Tasks include but are not limited to Review and become knowledgeable with documentation provided by TRADOC DCSINT concerning the Operational Environment (OE) and The Military Guide to Terrorism in the 21st Century; Research, recommend, develop, write/pr oduce and edit, an updated version of the Military Guide to Terrorism; Add to the handbook new material that has been identified as critical; submission of recommended OPFOR terrorism/non-conventional forces information that updates and expands material t hat currently exists in draft OPFOR FM 7-100.3; Prepare and present briefings; Respond to requests for information on terrorism and related subjects including insurgency and drug and criminal organizations and activities; and Maintain the Threat Terrorism Team Network previously established during the conduct of this project; and Retain, file and enter into a data base all source materials used. All interested contractors will have to address on the their proposal in response to the Request for Proposal (RFP) all areas of their expertise listed in this requirement. The contractor personnel team shall have expertise as indicated below: - Required Contractor Personnel Qualifications: Not more than five years time elapsed since separation from active duty or experience within the last five years directly related to the subject of terrorism and its relationships/affects in regards to milita ry activities; Possess computer experience with IBM compatible personal computers to include initialization, word processing, spreadsheet, graphics programs, performance of user maintenance using supplied user manuals, Windows environments, operation of mo dems and familiarity with e-mail and internet operations; Possess a SECRET or higher clearance. - Recommended/Desired Qualifications: Education: a Masters degree (preferred due to the demonstrated writing abilities that are normally necessary for successful completion of a graduate degree); Graduate of a senior-level service college course, equivale nt to the U.S. Army CGSC; Former Colonel in Military Intelligence, Special Forces or any of the Combat Arms with a background in unconventional operations; Combat, peace operations or joint experience. This is a follow-on requirement to work performed under GSA contract by MPRI. The complete requirements will be included in the Statement of Work (SOW) issued with the Request for Proposal, which will be provided to all qualified respondents. The Federal Supply Classification (FSC) code for this project is B599, NAICS code is 541690, and SIC code is 8748. The contractor shall provide management and daily oversight of their personnel in support of A/DCSINT Threats. All responses will be considered and must include proof of the ability to provide Military Analyst support to A/DCSINT Threats including performance information and references on the contractors abilities. The response should also provide GSA schedule inf ormation, contract labor categories and rates for this service. All responses must include company name, address, POC, phone number, fax number, email address, business size, taxpayer identification number, DUNS number and CAGE code. All contractors must be registered in the Central Contractor Registration at http://www.ccr.dlis.dla.mil/ccr/scripts/index.html. All responses must be received no later than 4:00 p.m. CST, on 6 SEP 04. All appropriately supported responses will be provided the RFP and SOW f or preparation and submission of a proposal.
