Description
The United States Air Force Space and Missile Systems Center (SMC), Evolved Expendable Launch Vehicle (EELV) Program office, is contemplating negotiating a contract modification with Lockheed Martin Commercial Launch Services (LMCLS), Inc. This procurement will add launch services for National Reconnaissance Office Launch Mission 29 (NROL-29) [Buy 2.5] to the existing LMCLS EELV Initial Launch Services (ILS) contract (FAR Part 12?Acquisition of Commercial Items). The Government may also elect not to award any launch services as a result of the solicitation. The Request for Proposal (RFP) will be issued September 2004 and this one (1) launch service must be awarded by 17 Dec 04. This launch is projected for FY06. The EELV program is an expendable space launch system that will satisfy the Government portion of the National Launch Forecast (excluding crew-rated or cargo return missions), reduce overall system recurring costs, and maintain or improve the reliability, operability, and capability of current medium through heavy lift systems (heritage launch systems). The EELV system includes, but is not limited to, launch vehicles, facilities, support equipment, and payload integration in support of the launch of spacecrafts for the Department of Defense, Intelligence Community, National Aeronautics and Space Administration, and Departments of Transportation and Commerce. See Note 22.
