Description
The National Cancer Institute (NCI), Center for Cancer Research (CCR), Cancer Prevention Studies Branch( CPSB) plans to procure on a sole source basis with Medical Research Council PROMEC Unit P.O. Box 19070, Tygerberg, 7505, South Africa for laboratory services to analyze the fungal toxin fumonisin B1 in human nails. Esophageal cancer is one of the leading causes of death from malignant neoplasms in many countries around the world. The CPSB conducts intramural research in the areas of, genetics and cancer, nutrition and cancer, cancer chemoprevention, and other cancer prevention strategies aimed at lowering human cancer risk. CPSB requires the services of PROMEC who have demonstrated ability to analyze fumonisin B1 in human nails so that the association between mycotoxin exposure and the risk of upper gastrointestinal cancer can be studied. The PROMEC unit of the South African Medical Research Council originally discovered the fungal toxin fumonisin B1 over 20 years ago. They are the premier laboratory in the world for analysis of fumonisin B1 and have recently developed a method for quantifying fumonisin B1 in human nails and hair. They are the only laboratory in the world known to the CPSB that can complete this type of analysis. This service is considered commercial as defined in FAR Part 2, and this acquisition is being made in accordance with the test program using simplified procedures for certain commercial items as authorized in FAR 13.5. This is not a solicitation for competitive quotations. However, if any interested party believes it can provide the above service it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow NCI to determine if the party can perform the requirement. An original and one copy of the capability statements must be received in the contracting office by 1:00 p.m. EDT, on September 8, 2004. All questions must be in writing and can be faxed to (301) 402-4513 or emailed to dm170b@nih.gov . It is the vendor's responsibility to call (301) 402-4509 to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government.
