- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; Quotations are being requested and a written solicitation will not be issued using Simplified Acquisition Procedures under the test program for certain Commercial items found at FAR Part 13.5. This requirement is being issued as a Request for Quotation. Reference Purchase Request (PR) Number F73AUD42181200 on your RFQ. This document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2001-24 and Class Deviation 2004-00003, AFAC 2004-0804, AETC FAR Sup (15 Apr 2003), Defense Federal Acquisition Regulation Supplement, and Defense Change Notice (DCN) 20040625. This requirement is issued as a 100% service disabled veteran small business set-aside. The North American Industry Code System number is 61170 and the size standard is $6.0 mil. Description of requirements: Professional service for concept of operations support for E-CDC. Description of items is attached as well as the Statement of Work (SOW) is attached. This will be a Firm Fixed Price contract. Place of performance will be at Maxwell AFB. This is a competitive best value acquisition utilizing simplified procedures authorized by FAR 13.5. Quotations will be evaluated based on price, past performance, and technical capability with all three being equal in the evaluation. Contractor must submit at least two examples of past performance and it must be recent and relevant. Technical Capability will be based on the contractors’ ability to complete all tasks stated in the SOW with no exceptions. No exception means that the contractor can perform all tasks as a “go” and with that be considered for the award on the contract. Contractors who have exceptions will be a “no go” and not considered for the award of the contract. For quotations determined to be acceptable, a best value selection based on price will be made.
