Description
The United States Section of the International Boundary and Water Commission (USIBWC), through the American Dam Field Office, maintains the United States levee in the Rio Grande Rectification Project in the reach from El Paso, Texas to Fort Quitman, Texas. One of the activities in maintaining this levee is to periodically resurface the crown of the levee for use as a durable, all weather road. In order to accomplish this activity, the USIBWC requires purchase of material of adequate characteristics to provide for the intended durable driving surface and all-weather road use of the levee. The USIBWC requires the purchase of 4,900 tons of Flexible Base Material under the following specifications: Type A, Grade 3, as per Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges. The selected vendor shall deliver the required material by belly-pan type vehicle, spread out along the U.S. levee from the area known as Chihuahuita through the Chamizal Project. Measurement of quantity of delivered material shall be by Measurement Class 2, as per Texas Department of Transportation Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges. A standard platform truck scale installed at the selected vendor?s plant, or at any other location approved by the USIBWC shall be used to determine the weight of the delivered material. Delivery of the total required material shall be accomplished in a period of two months from issuance of the Notice to Proceed. This requirement is being procured in accordance with Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Items. Estimated issuance date of Request for Quote (RFQ) IBM040028 is Sept 7, 2004. Requests for RFQ IBM04Q0028 must be submitted in writing to the International Boundary and Water Commission, United States Section, 4171 North Mesa, C-100, El Paso, Texas 79902-1441, or facsimile to (915)832-4192, or e-mail message to irmagurrola@ibwc.state.gov. No telephone requests will be accepted. Requests must include business name, point of contact, address, telephone number (include area code), and RFQ number. This requirement is not set-aside for small business concerns, all responsible sources, if timely received, shall be considered. The North American Industry Classification System (NAICS) code for this requirement is 423320. The applicable small business size standard is 500 employees. The Product Service Code (PSC) is 5610.
