Description
The General Services Administration is seeking to lease approximately 34,500 ANSI/BOMA rentable square feet of new or existing office and related space with a total of thirty (30) on-site parking spaces (twenty (20) reserved/available). The rentable space must yield a minimum of 30,000 ANSI/BOMA Office Area square feet to a maximum of 31,500 ANSI/BOMA Office Area square feet for use by the Department of Health and Human Services for personnel, furnishings, and equipment. Access to the Southern California Regional Rail Authority Metrolink Rail System and on-site employee parking to cover commuting and visitor needs should be available. Space should be located with a variety of inexpensive moderately priced fast food and/or eat in restaurants and other amenities such as retail shops, cleaners, banks, etc. These services should be available within three blocks. The offered space should be located in a prime commercial office district with attractive, prestigious, professional surroundings, and a prevalence of modern design and/or tasteful rehabilitation in modern use. Streets and public sidewalks should be well maintained. Buildings offered must be of sound and substantial construction of the type generally recognized as modern office-type building having fully adequate means of ingress and egress, must be altered or constructed to meet the Government?s requirement, and must be fully serviced. ACCESSIBILITY REQUIREMENTS: Offers for space in existing buildings will be evaluated for award based on level of compliance with ADAAG and UFAS. SEISMIC REQUIREMENTS: Offers for space in existing buildings will be evaluated for award based on level of compliance with current UBC as described in FEMA 310, Handbook for the Seismic Evaluation of Buildings. ADDITIONAL CONSIDERATIONS: 1. Space available for build-out 1/1/05 at latest (preferably sooner). 2. Access to public transportation (Metrolink Rail System, not bus) or plentiful free parking. Need limited visitor and senior level staff parking in either case. 3. Security - building needs to meet Department of Health and Human Services security requirements (Department of Justice requirements based on the number of Federal tenants in the building), but not be so secure that visitors cannot easily access the building. 4. Potential to expand space in the future, if workload increases, potentially 100%. 5. Large number of window office spaces. 6. Eight (8) conference room requirements with capacity of 12-20 people required open to the public. 7. Infrastructure working well (HVAC, electric, plumbing, vertical transport, etc.). 8. Appearance of main lobby (if shared) - attractive and well maintained. 9. Structurally can support multiple ?File Saver? space saving files and shelving for boxes of files/paper. 10. Access to a common space auditorium or large meeting room that seats 75-81 persons, preferably with writing surfaces, provided at no cost by the Lessor, on a space available basis. 11. Tenant improvement allowance for 100 percent build-out of space to be amortized during the firm term of the lease. It is critical that the space be fully functional no later than May 1, 2005 to meet Congressional Mandate. LEASE TERMS: Ten (10) years, five (5) years firm. Occupancy is desired on or before May 1, 2005. LOCATION: Offered properties must be located within the following delineated areas: North: Sand Canyon Avenue; South: Bake Parkway; East: Metrolink Rail System; West: San Diego Freeway (Interstate 405). Expressions of Interest should include the following: 1. Building name and address. 2. Rentable square feet and rentable rate per square foot. 3. Method of measurement used to determine rentable square feet. 4. Common Area Factor(s) for available space by floor, if applicable. 5. Evidence of ownership, legal description, flood plain data and photographs of existing buildings or sites. 6. It is preferred that offers be submitted by owners or by authorized representatives of the owners with evidence of the agent?s authority to act in this capacity.
