Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number BPD-04-CI-0053 is issued as a request for proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-24. This action is unrestricted. The Bureau of the Public Debt, on behalf of the African Development Foundation (ADF), a U.S. Government Corporation, fostering grassroots participatory development in Africa, is recruiting an individual on a personal services contract basis for the position of Business Development Officer. The ADF is recruiting one individual on a contract basis to serve as a Business Development Officer for the Nigeria office. The African Development Foundation is authorized to enter into personal services contracts under section 506(a)(5) of the African Development Act. The North American Industry Classification System (NAICS) code for this acquisition is 541611, Administrative Management and General Management Consulting Services, and the small business size standard is $6.0 million. The period of performance is not-to-exceed 36 months with a base period and two one-year option periods. BACKGROUND The African Development Foundation (ADF) is recruiting one individual on a contract basis to serve as a Business Development Officer for the Nigeria office. The Contractor?s primary responsibility shall be to provide professional advice and assistance to the ADF Country Representative Office, focused on developing and implementing projects in ADF?s Nigerian trade and investment program. The trade and investment program is focused on promoting increased participation of indigenous small and medium enterprises in international trade and investment flows. GENERAL DUTIES The general duties of the Contractor shall include the provision of professional advice and assistance to the ADF Country Representative Office in the design and implementation of its trade and investment program including working with individual industries and projects. In addition, the Contractor shall assist in the review and appraisal of existing or proposed projects including: 1. Financial analysis 2. Market analysis 3. Industry research 4. Management review and analysis 5. Performance monitoring and evaluation The above items include both direct analysis and review of analyses carried out by others. The Contractor shall serve as a primary source of expertise in trade and investment methodology and investment analysis. REQUIREMENTS The contractor shall: 1. Serve as an expert and professional advisor to ADF?s Nigerian Country Representative, staff and management on trade and investment issues as they relate to Nigeria 2. Prepare and disseminate documentation regarding industry and sector analysis to assist the ADF Nigerian Country Representative in identifying development projects 3. Assist ADF?s Nigerian Country Representative in identifying areas of opportunity in trade and investment in Nigeria 4. Review and evaluate project proposals as a part of ADF?s proposal review process and make recommendations to the ADF Nigerian Country Representative on the suitability of such projects for investment by ADF 5. Serve as the principal business development expert within ADF?s Nigerian Country Representative Office for all areas of financial analysis, market analysis, business plan writing, business analysis and investment analysis 6. Produce reports, studies, and reviews focused on specific industries, countries, or markets in support of ADF?s Nigerian program initiatives 7. Assist ADF?s Nigerian Country Representative in the periodic review of its business projects and identify and propose any necessary remediation activities to help ensure project success 8. Provide training in ADF required financial analysis and business plan development, marketing and monitoring and evaluation systems to ADF?s partner organizations in subject matter areas. 9. Represent ADF Country Representative Office and interact in the host country with other U.S. Government agencies international and business development service institutions and U.S. private sector organizations in areas of mutual interest and benefit. General Work Conditions. The contractor will be based in the Nigerian Country Representative office located in Abuja, Nigeria. ADF will provide all necessary office space and equipment necessary for performance. The contractor shall travel approximately 40% of the time internationally and/or domestically. All business travel will be funded under a separate travel authorization issued by ADF. Skills and Knowledge Required. The contractor must be skilled and experienced in all of the skills and capacities discussed under tasks 1-9 above. The contractor is required to have an MBA or a Masters in Finance or Economics from an accredited university and at least three years of experience in business or financial management. Experience in business or financial consulting for small-scale enterprises is required with evidence in training. Experience in the design, development, and implementation of small or medium-scale enterprise projects will be evaluated. U.S. Citizens, or U.S. green card/work permit holders and/or Nigerian residents may apply for this position. The Contractor should be articulate in written and spoken English. Fluency in French is highly desirable and is an evaluation factor. Evaluation Criteria ? Evaluation criteria will be weighted equally. Ratings will be completed through a 2-step tier review process. Tier 1 evaluation will be based upon the following factors: 1. Minimum two to three years direct experience with trade and small business investment activities preferably in regard to Nigeria or other African countries 2. Minimum two to three years experience with trade and investment activities preferable in regard to Nigeria or other African countries 3. Demonstrated ability to originate, develop, implement, monitor and evaluate business development, trade and/or investment programs 4. Demonstrated experience and capability related to financial analysis, financial modeling, business valuations, venture capital investing, project finance and/or trade financing 5. Knowledge and experience of best practices related to portfolio management, business appraisals, due diligence assessments, business plan development, market development, financial statement preparation and analysis, financial and program audits, and/or ethical compliance programs 6. Substantial business documentation and presentation skills, based upon experience as evidence of ability to effectively interact with small business clients and/or prospective investors 7. Minimum two to three years of hands-on management experience in a small business or corporation with evidence in training 8. Demonstrated experience raising investment capital and/or mobilizing resources from private or public donors 9. Fluency in French If Tier 1 rating criteria are met the candidate will progress to Tier 2 Evaluation. Tier 2 evaluation will consist of the following: 1. Top candidates from Tier 1 will receive a personal phone interview to assess the candidate?s understanding of the tasks 1-9 and how the candidate?s knowledge base will enhance ADF?s work in Nigerian development CONTRACT AWARD 1. A technical proposal must be included with a description of your experience as it relates to the tasks 1-9. Your technical proposal must also include a resume and contact information for 3 references who can respond to questions related to past performance of the criteria to be evaluated for this award. 2. A price proposal must also be sent as a separate document and should represent an all-inclusive firm fixed-price for the base year and pricing for both option years including salary and any benefits requested. Please also provide evident of health insurance coverage. 3. The African Development Foundation will evaluate all complete applications received by the deadline. Award shall be made to the responsible applicant, in conformance to this RFP, who provides the best overall value to the Government; past performance, personnel qualification and price considered. Technical experience is more important than price. 4. Offerors shall submit their proposals (technical and price proposals as separate attachments in Word, Wordperfect or Excel format) in English by e-mail to kristina.cobb@bpd.treas.gov. Proposals must be in US dollars. In addition, FAR 52.212-3, Offeror Representations and Certifications, Commercial Items must be completed and submitted with your proposal and can be downloaded at http://www.arnet.gov/far. Evidence of health insurance must also be provided. Proposals are due by September 13, 2004 by 2:00 p.m. EST. No other format for proposals submission will be accepted and no contact should be made with the African Development Foundation. No extensions for proposals will be granted and the Government will not be responsible for acknowledging receipt of an acceptable proposal unless requested by the offeror. 5.
