Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with FAR 13 and the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. The requirement is for the following services: Pick-up, pack and delivery of broken aircraft and parts located at the School of Aviation Safety Crash Lab Lot, Numerical Meteorology and Oceanography Center (FNMOC) Monterey, Ca and delivery to the Naval Air Station, Pensacola, FL for the following: Item 0001: 3 Aircraft and various parts, 0002: T-2 (orange and white airplane) on 3 pallets (1 to be rebuilt) and various parts, 0003: AH-1W (green helicopter) on 3 pallets (all 3 to be rebuilt) and various small parts, 0004: H-57 (orange and white helicopter) on 1 pallet and various small parts, 0005: H-53 Tail rotor on small pallet and various small parts. The Contractor is to build and provide new pallets and crates for the large parts stated above, pack and box smaller part! s. All aircraft is to be picked up at Monterey, Ca, deliver and unpack aircraft at destination. Pick-up of all aircraft from Monterey, CA is required from 13-17 September 2004. Delivery of all aircraft to Pensacola, Fl is required from 03-08 October 2004. Offerors shall provide unit price and amount for each line item listed. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The Request for Quotation (RFQ) No. is N00244-04-T-0940. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24 and Defense Acquisition Change Notice 20040625. The North American Industry Classification System is 488510; The business size standard is $6.0. This procurement is for the provision at FAR 52.212-1, Instructions to Offerors- Commercial Items applies. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies as well! as the following addendum clauses: 52.219-1, Small Business Program Representations; 52.211-5, Contract Terms and conditions required to Implement Statues or Executive Orders ? Commercial Items applies with the following applicable clause for paragraph (b): FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Disabled Veterans and Veterans of the Vietnam Era; 52.222-36, Affirmative Action for Workers with Disabilities; 52.222-37, Employment Reports on Disabled Veterans and Veterans of the Vietnam Era; DFARS clause 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items, applies with the following clauses applicable for paragraph (b); DFARS 252-225-7001, Buy American Act and balance of Payment Program; and DFARS 252-225-7012, Preference for Certain Domestic Commodities; Offerors are required to complete and include a copy of the following provision with their quot! ation: FAR 52.212-3, Offeror Representation and Certifications - Commercial Items. The government intends to make a single award to the responsible offeror whose offer is the most advantageous to the government considering price and price-related factors. Provision 52.212-2, Evaluation - Commercial Items, applies with paragraph (a) completed as follows: Award will be made to the offeror that meets the solicitation's minimum criteria for technical acceptability at the lowest price and the determination of fair and reasonable price. Offerors are also reminded to comply with 252.204-7004, Required Central Contractor Registration (Mar 1998). Lack of registration in the CCR will make an offeror ineligible for award. Parties responding to this solicitation may submit their quote in accordance with their standard commercial practices (e.g. on company letterhead, formal quote form, etc.). Quotes must be received no later than 8/31/04 3:00 P.M., local time and will be accepted via fax number (562-626-7275) or via e-mail (cindy.tafoya@navy.mil). Quotes submitted as an attachment to an e-mail should be sent in Word Version 6.0 or higher. Anticipated award date is 01 September 2004.
