- Notice of intent to negotiate on a sole source basis with Robert Emmerichs, Herndon, VA for services to support transformation change initiatives. The requirement is to 1. Assisting with the formation, training and execution of the transformation study effort. 2. Providing recommendations and identifying additional resources to support this initiative, as appropriate 3. Documenting the transformational process to help further develop the Executive Learning Officer (ELO) transformation Tiger Team concept. The contractor shall provide periodic updates detailing significant accomplishments and written documentaiton of the Transformational Tiger Team concept. The government will evaluate the quality of both professional and administrative services for purposes of contract inspection and acceptance. The government retains no direct control over professional assessments and/or recommendations. The contractor shall be solely responsible for any and all liability caused by the acts or omissions of its agents or employees. The contractor shall not in any manner represent or infer that is an instrumentality or agent of the U.S. Government. The requirement is a follow-on to the Transformation Initiative work previously performed by Robert Emmerichs. Anticipate FFP. Anticipated award date 16 September 2004. Justification and authority is Section 4202 of the Clinger-Cohen Act of 1996.
