- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.eps.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Simplified Acquisition Procedures will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure through full and open competition, the following items, which wi! ll be used in support of the SSDS MK2 System. The contractor shall deliver: CLIN 0001- A quantity of (135) Motorola Circuit Cards, VME Part/Model No. MVME5100-0161, CLIN 0002 - A quantity of (127) Motorola Circuit Cards, PMC Part/Model No. IPMC712-001, CLIN 0003 - A quantity of (35) Motorola Circuit Cards, VME Part/Model No. MVME2700-4251A. This acquisition will occur via a Firm Fixed-Price contract. All items shall be delivered and accepted FOB-Destination to the Combat Direction Systems Activity, Code F30, Activity, Dahlgren Div, NSWC, 1922 Regulus Avenue, Virginia Beach, VA 23461-2097 between the hours of 7:00 a.m. and 2:30 p.m. on weekdays. No deliveries will be accepted on Federal holidays. The solicitation number is N00178-04-R-1087 and is issued as a Request for Proposal (RFP). This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2001-24 (18 June 2004), and DFARS Change Notice 20040625. The NAICS Code associated with this procurement is 33! 4119 and the size standard relating to this NAICS Code is 1,000 employees. All offerors must include a completed copy of FAR 52.212-3 Offeror Representations and Certifications ? Commercial Items, and DFAR 252-212-7000 Offeror Representations and Certifications with their quotes. The following FAR and DFARS provisions and clauses apply to this acquisition and are incorporated by reference: FAR 52.212-1 Instructions to Offerors ? Commercial Items, FAR 52.212-4 Contract Terms and Conditions ? Commercial Items, and FAR 52.212-5 Contract Terms and Conditions Required to Implement Statues or Executive Orders ? Commercial Items, subparagraphs (a), (b)(1), (b)(7), (b)(13-19), (b)(24), (b)(29), (d), and (e) apply to this solicitation and are hereby incorporated by reference. Finally, DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, subparagraphs (a), (b)(252.225-7012),(b) (2! 52.227-7015), (b)(252.227-7037), (b)(252.243-7002), (b)(252.247-7023), (b)(252.247-7024)and (c), and DFARS 252.204-7004, Alternate A,; and DFARS 252.209-7001 Disclosure of Ownership or Control by the Government of a Terrorist Country also apply to this acquisition. The Defense Priority and Allocation System (DPAS) rating is DO-A7. The closing date for receipt of quotes is 4:00 p.m. (Eastern time), 08 September 2004. Electronic quotes are encouraged at XDS11@nswc.navy.mil, but quotes may also be faxed to (540) 653-7088 or delivered to the Naval Surface Warfare Center, Dahlgren Division, Attn: Code XDS11H Bldg. 183, Room 102, 17320 Dahlgren Rd., Dahlgren, VA 22448-5100.
