- This is a notice of intent of the Office of Information, Cleveland Business Center, Cleveland, Ohio to negotiate a sole source contract with _The New England Journal of Medicine_/ Massachusetts Medical Society for VA enterprise wide license for electronic access to _The New England Journal of Medicine._ Veterans Health Administration (VHA) medical center libraries, Central Office staff, and the staff at the all VA Medical Centers (VAMCs), Community Based Outpatient Clinics (CBOCs), and other affiliated programs and offices require access to a web-based version of the _New England Journal_ (NEJM) 24 hours a day, 7 days a week. The service must provide the following features: Unlimited enterprise-wide access with no geographic or concurrent user limitations, Content in both HTML and PDF formats, Early release of articles that impact public health, Access to online-only supplements and images, Full-text archive back to 1993 and abstracts back to 1975, Permission for libraries to fulfill interlibrary loan requests electronically, Detailed usage reports, Customized MEDLINE search functionality, Table of contents alerts with links to full text and The ability to use institutional branding both online and PDF downloads This procurement is being conducted under the authority FAR6.302-1. The government believes that only one responsible source can provide the services that will satisfy the agency requirements. Other persons may identify their interest and capability to respond to this requirement by September 1, 2004. A determination by the Contracting Officer not to compete this proposed action based on responses to this notices is solely within the discretion of the Contracting Officer. All inquiries must be submitted in writing; telephone inquiries will not be accepted, nor responses received after September 1, 2004.
