Description
NA DISREGARD MODIFICATION 0001, 0002, 0003 DID NOT TRANSMIT The following two changes or additions are made to the technical requirements of the hybrid locomotives:1. The electric-hybrid locomotive's diesel engine shall be mounted on a skid to allow easy removal and replacement with a fork truck. 2. The fifth item in the Minimum General Requirements is hereby changed from: Starting tractive effort able to reach 75,000 pounds to 5 mph to read Starting tractive effort able to reach 75,000 pounds to 5 mph without start-up of genset. The following questions and answers are clarifications of the technical requirements of the hybrid locomotives:1. Please provide us immediately with the date and time that this solicitation was transmitted and posted to Fedbizops. Answer: 8/19/04 at 3:25 p. m.2 . What is the required duty cycle that the locomotives must meet? Specifically, for how long of a sustained period must the locomotive be capable of producing 2000-HP equivalent tractive effort, and what is the recovery period (time duration) before it must be capable of providing another equivalent period of tractive effort? Answer: The ELECTRIC-HYBRID locomotive as defined in solicitation DTRS57-04-R-20061 shall be capable of providing 2,000 horsepower equivalent tractive effort for a time duration not less than 15-minutes. The time duration for the recovery period shall not exceed 4-hours.3. With reference to the second paragraph under Compliance what are the total and the usable KW required of the large bank of batteries discussed? Answer: There is no specified quantity for the total and usable KW required of the battery bank. The requirement for battery power is to supply adequate power to the traction motors for the locomotive to meet the performance requirements specified in the solicitation and amendments.4. With reference to the paragraph that follows (relative to fuel efficiency, etc.) is this hybrid locomotive required to meet the standard EPA emission rates and duty cycles as defined in Federal Register/Vol 63 No. 73 April 16, 1998 pages 18981 and 19039? Answer: the hybrid locomotive is required to exceed the EPA emission rates identified for line-haul and switcher locomotive duty cycles defined in Federal Register/Vol 63 No. 73 April 16, 1998 on pages 18981 and 19039. Typical values required for this are 80% or higher drop in NOX and Particulate Matter and 50% or higher drop in greenhouse gases. The hybrid locomotive must meet or exceed the EPA Tier-II non-road diesel engine duty cycle emission standards. 5. Regarding the third sub-paragraph under paragraph 3 Minimum General Requirements, which of the following EPA Tier-II certification standards must be met: Road Locomotive duty cycle; Switcher Locomotive duty cycle; or Off-road Vehicle duty cycle? Answer: The hybrid locomotive must exceed EPA Tier-II certifications for road haul locomotives and switcher locomotives and must meet or exceed the EPA Tier-II certifications for non-road diesel engine duty cycles.6. With regard to paragraph 5 Capacity concerning the maximum speed of 60 MPH, please clarify how long this speed must be maintained, at what drawbar pull, and that it is unassiste d (without other locomotives providing power to the train). Answer: The locomotive is required to maintain a speed of 60-MPH unassisted (without other locomotives providing power to the train) for a time duration not less than 20-minutes with the draw bar pull of that from two (2) empty 70,000-lb (LT WT) four-axle railcars on flat and level grade. END OF MODIFICATION
