- Description
- The Federal Highway Administration, Central Federal Lands Highway Division intends to solicit and negotiate with only one source, Okahara & Associates, Inc (O&A). This requirement is for completion of the design of the east side of Saddle Road from milepost 6 outside Hilo, Hawaii to milepost 19, a 13-mile segment. O&A was responsible for the Environmental Impact Statement and Record of Decision, as well as preliminary through final design for various segments of Saddle Road. The sole source justification is based on the authority of FAR 6.302-1. There is a reasonable basis to conclude that the agency minimum needs can only be satisfied by one source with unique capabilities. The contract is intended for other than full and open competition in order to capture the intimate knowledge that the professional design team of O&A has maintained throughout the environmental process, original design effort, and for post design services. O&A has been actively involved with the Saddle Road project since 1994 and is highly familiar with its unique environment, cultural, legal, and construction issues as well as knowing and working with the government agencies and community groups associated with this project. This notice of intent is not a request for competitive proposals. A justification for other than full and open competition is on file. Any questions or comments regarding this notice must be in writing. See number note 22.
