Description
The National Institute of Environmental Health Sciences intends to award a sole source purchase order to NC State University Sponsored Programs, Raleigh, NC, pursuant to 41-U.S.C. 253(c)(1)--Only one responsible source and no other supplies or services will satisfy agency requirements. This study is an ongoing collaborative project between NIEHS and NCSU in building gene expression discriminant models with statistical frameworks. NCSU will provide expert assistance in creating pattern recognition methodologies with statistical models tied to associated biological/toxicological information and gene functional annotation for predicting classes of biological samples exposed to toxicant agents or exhibiting variations in biological mechanisms. Using computer software, database systems, computational procedures and statistical analyses, the development of a data mining system for identification of biomarkers of toxicity shall be pursued and delivered within a year of the contract award. Interrogation of gene regulatory networks or pathways and sequence-based identification/validation of disciminators shall be essential for characterization of genes and gene networks implicated in adverse toxic effects. Highly reliable genetic networks with statistical probabilities tied to gene interactions shall be constructed from NIEHS' gene expression data. The nature of this work is highly specialized and multidisciplinary in nature necessitating close and regular interactions with members of a multidisciplinary team. Physical proximity to NEIHS is essential. It requires internationally recognized expertise in bioinformatics and broad skills and knowledge in Bayesian conditional probability and mathematical statistics, statistical theory, biology and genetics, database development, computer programming (Java, C++, Matlab, SAS and SQL), data mining, pattern recognition and genome sequence analysis. All responsible sources may respond by submitting a written narrative statement of capability within 10 days of date of notice to Elaine Shoaf at the above address or fax 919 541-5117 for consideration by the agency. Response must include detailed technical information and other technical literature demonstrating the ability to meet these requirements. If no affirmative responses are received within 10 days of this notice to determine whether a qualified source is more advantageous to the Government, an order will be placed with NCSU Sponsored Programs. The NAICS Code/Size is 541690/$6.0M. This procurement is to be processed using Simplified Acquisition Procedures.
