- The National Nuclear Security Administration is contemplating the award of a Flat Rate Copier Lease to Own acquisition for five (5) copiers for 60 months. These copiers are to be located at the Department of Energy, National Nuclear Security Administration at Ft. Chaffee, Arkansas. This is a combined Synopsis/solicitation for commercial items prepared in accordance with FAR subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation being requested and written solicitations will not be issued. The solicitation is issued as a request for quotation. Solicitation provisions are those in effect for Federal Acquisition Circular 97-15. The contract period is anticipated to be for a base year with four (4) option years to be exercised at the discretion of the government. The entire contract period to include options will not exceed five (5) calendar years. This is a one hundred percent (100%) total small business set-aside with a NAICS Code of 532420. Small Business size standard is $21,000,000 averaged over a three-year period. CLIN 0001: Quantity five (5) Copiers Lease to Own, Black & White Digital, Canon ImageRunner 3300 or equal. Total time of lease to own is sixty months. Acquisition includes parts (drums and developer), labor and maintenance support; less paper, staples and toner. Includes equipment installation at the DOE/NNSA office at Ft. Chaffee, AR, and operator training. In accordance with FAR 52.252-1, the following solicitation provisions are incorporated by reference: 52.212-1, 52.212-2, and 52.214-4,. FAR 52.212-3, Offeror Representations and Certifications, Commercial Items, is to be completed and submitted with quotes. The following clauses apply to this acquisition and are included in the solicitation in full text: 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Commercial Items (JAN 2004), 52.252-2 Clauses Incorporated by Reference (FEB 1998), All provisions and clauses may be accessed electronically at: http://www.arnet.gov/far/ or http://farsite.hill.af.mil/. Delivery shall be made to the U.S. Department of Energy, Ft. Chaffee, AR. Delivery shall be FOB Destination. Only those Offerors who can furnish the items that meets all the requirements specified herein will be considered. Source selection priority shall be price and service capabilities. Price and service capabilities will be equal. Awards will be made to offerors whose proposals, are responsive and conforming and are determined to be most advantageous to the Government in terms price and service capabilities. Electronic responses/offers to this combined synopsis/solicitation will be accepted via the Industry Interactive Procurement System (IIPS), available at http://e-center.doe.gov. It is the offeror???s responsibility to monitor the IIPS site for the release of amendments (if any). Each quote is to be submitted according to the instructions detailed in the IIPS on-line help document, which is available at http://doe-iips.pr.doe.gov/doebiz.nsf/Help?OpenForm or http://www.doeal.gov/cpd/readroom.htm. . It is the responsibility of the contractor, prior to the quote due date and time, to verify successful transmission in accordance with the Proposal Submission instructions in the "IIPS Users Guide for Contractors."
