Description
SUBJECT: GAS AND LIQUID PERMEAMETER This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. PROPOSALS ARE BEING REQUESTED. Responses shall reference :Request for Quotations??? No. DE-RQ26-04NT40811 The U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA (for delivery to the Albany Research Center, Albany, OR) intends to purchase the following: Temco, Model GPLP???401 Gas and liquid permeameter or equivalent for measuring the liquid permeability of core samples by the injection of liquid through the test core at various conditions of pressure and flow rate; and measurement of gas permeability by the injection of gas through the test sample at various conditions of pressure and flow. The following specifications are required: 1. Flowing pressure: 2,000 psig. 2. Temperature: 0 ??? 120 F. 3. Pressure measurement: Injection pressure transducer with an accuracy of 0.1 pct of full scale. 4. Metering pump with low rates of 0 ??? 10 cc.min. 5. Core Holder: capable of holding cores of 1??? and 1.5??? in dia and 0 ??? 3??? in length; confining pressure of 2,000 psig with a working temperature of 100 F and with the wetted material constructed or 316 stainless steel. 6. Unit shall operate on 120 VAC, 60 Hz. 7. Unit shall have a control panel and an operating and instruction manual. 8. Unit shall have a computerized, electronic data acquisition system capable of storing pressure, temperature, and flow rates for each sample and, using software, and be able to calculate the permeability and display the values on a computer monitor. System shall be capable of storing all data results. The instrument will have a minimum of one year warranty. The unit must have a Optional Back Pressure Regulator capable of upgrading the pressure rating of the system to 5,000 psig. Includes integration into the system. DELIVERY: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation ??? Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on September 10, 2004.
