THERE WERE TWO TYPOGRAPHICAL ERRORS IN THE ORIGINAL COMBINED SYNOPSIS/ SOLICITATION FOR THIS REQUIREMENT, WHICH POSTED ON AUGUST 25, 2004. THE ERRORS ARE AS FOLLOWS: (1) THE DESCRIPTION STATES THAT RESPONSES ARE DUE WITHIN 15 DAYS OF THE NOTICE. IN FACT, CONSISTENT WITH THE DATES LISTED UNDER GENERAL INFORMATION, RESPONSES ARE DUE BY SEPTEMBER 6, 2004. (2) WITHIN THE DESCRIPTION, UNDER EVALUATION CRITERIA, THE PHRASE: DEMONSTRATED ABILITY TO PRODUCE STATISTICALLY SOUND DATE SUMMARIES FROM SIMILAR FISHERY MANAGEMENT EFFORTS, SHOULD READ : DEMONSTRATED ABILITY TO PRODUCE STATISTICALLY SOUND DATA SUMMARIES FROM SIMILAR FISHERY MANAGEMENT EFFORTS. THE CORRECTED VERSION OF THE COMBINED SYNPSOSIS/SOLICITATION IS POSTED BELOW IN ITS ENTIRETY FOR THE CONVENIENCE OF THE READER. This is a combined synopsis/solicitation for commercial items/services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number NFFKF000-4-00009, is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 90-37. The U.S. Department of Commerce/NOAA intends to contract fishery observing services in accordance with the requirements document available at http://www.nmfs.noaa.gov/sfa/hms. Offerors shall submit the following pricing by identifying the regular hourly rate plus overtime rate and direct overhead charges for the respective job titles listed below: -Observer coordinator -Fishery observer II -Fisheries observer III -Other direct costs, such as training, travel and materials as needed to accomplish the entire statement of work. The government intends to order approximately 50 observer days to cover the first 2005 commercial shark season from January 1 through April 1, 2005. The Government does not guarantee this quantity. The following Federal Acquisition Regulation (FAR) clauses apply to this acquisition: Provision 52.212-1 Instructions to Offerors-Commercial Items ; Provision 52.212-2 Evaluation Commercial Items; Clause 52.212-4 Contract Terms and Conditions - Commercial Items; Clause 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items; 52.222-35 Affirmative Action for special Disabled and Vietnam Era Veterans. 52.222-41 Service Contract Act of 1965, as amended. 52.222-42 Statement of Equivalent Rates for Federal Hires. Offerors are to include a completed copy of provision 52.212-3, Offeror Representations and Certifications-Commercial Items with their offers. Any additional contract requirement(s) or term and conditions determined by the Contracting Officer to be necessary for this acquisition and consistent with customary commercial practices will be incorporated. Any source that believes that it can supply the required services within the time period required shall respond by submitting a written narrative statement of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirement, by September 6, 2004, to the above address. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirements. It is required pricing data be included as part of the response, including terms and conditions. Vendors must submit evidence of adequate insurance coverage with their quotes. EVALUATION CRITERIA in descending order of importance are: -Ability to recruit, train, and place qualified observers on selected vessels in the shark bottom longline fishery -Demonstrated ability to produce statistically sound data summaries from similar fishery management efforts -Demonstrated past performance -Price WAGE DETERMINATION The Service Contract of 1965 applies. A specific wage determination has been applied for and upon receipt will be applied to any resulting order. PERIOD OF PERFORMANCE September 30, 2004, through September 30, 2005.
