Description
This is Amendment 0001 to RFQ SB1341-04-Q-0901 to address questions as follows: 1. What is the maximum power? 3 kW or is this more than is needed? A very dynamic system with power range from 5W to 3kW. Note spec 2. Load bank must be able to control either potential or current in single cell and multi-cell PEM stacks from 100mV to 5V and 5A to 600A. 2. For item 6, the MFC requirement states 0.07% full scale repeatability. Is this value correct? This value is correct. 3. For item 3, is the value of 8 kHz for AC impedance, or DC resistance, and is this high a frequency necessary? This frequency will be ultimately used for a DC resistance, so phase and sweeping are not important. The Government?s specification is for 8 kHz. 4. In item 4, it states that an optional Reformate Simulator that internally mixes the reformate gases specified in the control system. In item 6, it states a pre-mixed reformate gas. If mixing is necessary, how many gasses, and which gases will be used, as a separate MFC will need to be used for each type of gas (MFC s are calibrated based on type of gas)? If premixed, what is the mixed gases composition? Note that this specification is that the Government would like to have the option of buying a reformate simulator for this system. It does not mean that the system must contain a reformate simulator but the system shall have a simulator available to be added on at a later date or purchased at time of award with the system. The reformate simulator should be capable of mixing at least three-gases ( H2, CO2, and N2). Please price separately the optional reformate simulator. 5. What are the exact power ratings of the fuel cells and stacks to be tested? Power range from 5W to 3kW. 6. Regarding the dimension restrictions in paragraph 16, are the limits a doorway constraint? These dimensional constraints are based on room size and crane clearance, and they do not include an enclosure for the fuel cell test section. If your footprint includes a platform or enclosure please subtract that area from the overall footprint. If the overall size exceeds the specified 3x6x6 foot envelope by more than 10 inches in any dimension it will probably not fit.
