Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; quotations are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number NRCS-200-WA-04 is issued as a Request for Quotation (RFQ). The United States Department of Agriculture, Natural Resources Conservation Service, (Spokane) Washington has a requirement for one (1 )each complete Total Positioning Station (TPS) 1200 Robotic package to include following components: 1 Ea, TCRP1203 w/power search & long range reflectorless EDM; 1 Ea, GDF121 PRO non-optical plummet tribrachs; 1Ea, GTS20 2nd keyboard; 1 Ea, GEB221 PRO Battery; 1 Ea, GKL221 Battery Charger;2 Ea, GDI221 Adapter plate; 1 Ea, SANDISK or equal 256mb Compact Flash card; 1 Ea, Compact Flash Card adapter; 1 Ea, RX1220 Controller with built in radio; 1 Ea, TCPS27 Base radio; 1 Ea, GEV186 Y cable (connects instrument to TCPS27and GEB171 battery); 1 Ea, GK1 Lemo/Cannon plug; 1 Ea, GHT43 Adapter to mount radio to tripod; 2 Ea, GEB211 Battery for controller; 1 Ea, GHT39 holder for pole; 1 Ea, GHT51 Clamp for GHT39; 1 Ea, Heightmeter; 1 Ea, GHT196 Bracket for heightmeter; 1 Ea, GEB171 8Ah battery; 1 Ea, GLS11 Plumb pole; 1 Ea, 360 Prism; and 1 Ea, GST120-9 Tripod. The Complete Total Positioning Station (TPS) 1200 Robotic or equal package is to be delivered F.O.B. destination to 316 W. Boone Avenue, Suite 450, Spokane, Washington 99201-2348. Delivery is required within 60 days of notice of award. The provisions and clauses incorporated in this RFQ are those in effect through Federal Acquisition Circular (FAC) 2001-24. Provision 52.212.1, Instructions to Offerors Commercial Items applies to acquisition (there are no addenda to this provision). Provision 52.212.2 Evaluation Commercial Items is not applicable to this acquisition. The Offeror will be required to complete provision 52.212-3, Offeror Representations and Certifications-Commercial Items- found at https://www.arnet.gov/far/ with its offer. The clause 52:212-4, Contract Terms and Conditions-Commercial Items, applies and is amended to include: 52.204-6, Data Universal Numbering System (DUNS) Number; SCSAR 4I-52.232-70, Designated Payment Office Contact Point; and SCSAR 4I-52.232-73, Vendor Express Electronic Funds Transfer (EFT) through USDA National Finance Center Miscellaneous Payment System.. The clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items applies to this acquisition. NAICS code 334220; size standard of 750 employees is applicable. This solicitation is being conducted under full and open competition; however, all things being equal, preference will be given to U.S. small businesses. The Government preference is to award one contract for the system to include all components. Evaluation for Award will be based on low price technical acceptance. Quotations are due September 10, 2005, 12:00 PM (PST). Quotes must be addressed to the Contracting Officer, USDA-NRCS, 316 W. Boone Avenue, Suite 450, Spokane, Washington. 99201-2348. Quotations shall include the RFQ number, the proposed price, any prompt payment discount, company name, company address, company phone and Fax number, Tax Identification Number (TIN), DUNS number, Company Size Status (i.e., number of employees) and a Point of Contact. Contractor must be registered or register on the Federal Government?s Central Contractor Registration website (www.ccr.gov) prior to contract award.
