- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. HQ0423-04-T-0016 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-24. This requirement is unrestricted and the associated NAICS code is 541519, Other Computer Related Services, and the small business size standard is $21,000,000.00. The requirement is to establish a DFAS-wide contract for the storage of computer media used to support disaster recovery efforts following a catastrophic event. The objective is to provide DFAS with the ability to continue its mission in the event of an emergency with recovery files. The files consist of computer media, e.g. cartridges, used by multiple Product/Business Lines to ensure day-to-day business operations will be available for production 24 hours following a disaster. The contractor shall provide off-site storage and transportation services for various forms of computer storage media and disaster recovery documents. The contractor shall furnish all necessary facilities, equipment, personnel, material, carrying cases, and services required that are necessary to perform the work as defined and in conformance with the Statement of Work (included in the RFQ). Contracted work will include all aspects of data retention including, but not limited to, storage, rotation, retrieval, transportation and handling of computer media to include removal from shipping containers to slotted racks. Contractor employees shall perform all work. Courier services can be performed by contractor employees or by a commercial courier service. These specifications are a statement of the minimum level of service required under this acquisition. They are not intended to be, nor shall they be construed, limiting specifications or requirements. At a minimum, the contractor will be required to take all steps and measures that should be taken to ensure the proper storage of computer media. The resulting contract will be for one base year and include four option years. The base year period of performance is to be October 1, 2004 through September 30, 2005 with inspection and acceptance at destination and F.O.B. destination. The Defense Priorities and Allocations System (DPAS) assigned rating is DO-C9. There are no applicable Numbered Notes.
