Description
This project will provide for a Design Build and Construction through a Best Value Source Selection to provide the following: Repairs to airfield pavements at Naval Air Station Oceana Air Detachment (Chambers Field), Norfolk. Primary work includes resurfacing of bituminous concrete of Runway 10/28 (and adjacent shoulder and taxiway) pavements. In resurfacing, a portion of the runway shall have cross-slope drainage improved by raising finished grades. Primary work also includes providing removal and replacement of steel fiber-reinforced Portland cement concrete surface of Runway 10/28 lying over the Interstate 564 underpass. All new runway surfaces shall be grooved, and the entire runway (including overrun pavements) shall have markings re-established. Primary work also includes providing replacement of centerline lighting light base cans (and incidental associated work) on the majority of the runway pavements resurfaced and reconstructed. Primary work also involves repair by replacement of storm drainage pipe and associated structures east of Bravo Taxiway and north and south of Runway 10/28. Incidental pavement work includes miscellaneous repairs (such as spall and full-depth repairs and re-sealing joints in Portland cement concrete, and bituminous concrete crack sealing and seal coat application) to airfield pavements and grass infield/shoulder re-grading. Offerors will be evaluated on both technical and price proposals. The Government reserves the right to reject any or all proposals prior to award; to negotiate with any or all proposers; to award the contract to other than the lowest total price; and to award to the proposer submitting the proposal determined by the Government to be the most advantageous to the Government. PROPOSERS ARE ADVISED AN AWARD MAY BE MADE WITHOUT DISCUSSION OR ANY CONTACT CONCERNING THE PROPOSALS RECEIVED. Proposers should not assume they will be contacted, or afforded the opportunity to qualify, discuss, or revise their proposals. However, the Government may contact proposers for the purpose of clarifying aspects of their proposal. The Government also reserves the right to enter into discussions if deemed necessary, and if discussions are conducted the proposers will be afforded the opportunity to revise their proposals. The request for proposals and plans and specifications will be issued approximately 9/9/04. The receipt date of Technical and Price Proposals is approximately 10/13/04.
