- The National Park Service intends to issue a concession prospectus with a public solicitation effective date of September 1, 2004 to November 1, 2004 for the continuation of soft drink and bottled water vending sales, through machines only, within Jefferson National Expansion Memorial. Jefferson National Expansion Memorial is located in St. Louis, Missouri. The business location within the park is in the Gateway Arch lobby. The operation consists of soft drink and bottled water sales, through machines only. The concessioner provides, operates, and maintains eight vending machines, and two change making machines within specified areas. The concessioner is responsible for operational maintenance relating to the services offered. The operation is year round in nature. The annual gross receipts are between $121,800 - $169,900. The average annual visitation to the park is approximately 3.2 million recreation visitors. The new concession contract will be for 7 years. The National Park Service has determined, in accordance with 36 CFR Part 51, Subpart F, that the new concession contract is a qualified concession contract and the anticipated gross receipts are not expected to exceed $500,000 in the first 12 months. As a satisfactory operator, the existing concessioner is a preferred offeror and has a statutory preferential right of renewal to the award of a qualified (new) concession contract as provided for in P.L. 105-391, Section 403 and 36 CFR 51, Subpart E. Under the right of preference, if the proposal submitted by the existing concessioner is not selected as the best proposal, the National Park Service will advise the existing concessioner of the better terms and conditions of the best proposal that the existing concessioner must match. If the existing concessioner does so (by amendment of its proposal) within the time allowed, it will be selected for award of the concession contract. If it does not, the offeror that submitted the best proposal will be selected for award of the contract. The cost for purchasing a prospectus is $30 by mail, or $25 if picked up in person at the address below. Parties interested in obtaining a prospectus should mail or bring a check or money order in person (NO CASH SALES) made payable to "National Park Service". A Tax Identification Number (TIN) or Social Security Number must be provided on all checks. Prospectus copies can be obtained at the following address: National Park Service, Jefferson National Expansion Memorial, Office of the Administrative Manager, 11 North Fourth Street, St. Louis, MO 63102-1882. If purchased by mail, the front of the envelope should be marked, "Attention: Office of the Administrative Manager - - Mailroom Do Not Open". You must include in your request for the prospectus a delivery address that will accept a Federal Express package. Inquiries on purchasing a prospectus may be directed to Ms. Sherry Tunteri, Administrative Manager, (314)655-1600. An electronic copy of the prospectus is not available. The prospectus, when issued, will contain information on the business opportunity, the new concession contract, the proposal package and terms and conditions under which the National Park Service will award the new concession contract. On Wednesday, September 22, 2004, the National Park Service will conduct a tour of the facility for Concession Contract JEFF001-04 at Jefferson National Expansion Memorial.
