- The U.S. Army Tank-Automotive and Armaments Command, Armament Research, Development and Engineering Center (TACOM-ARDEC), Picatinny Arsenal, NJ is soliciting on a Full and Open Competition basis the requirement for the manufacture and delivery of 5.56mm, M862 Short Range Training Cartridges in the following quantity ranges: For FY04: 700,000 - 1,000,000 each; 1,000,001 - 1,300,000 each; Each Option Year, FY05, FY06, FY07 & FY08 will have the following ranges: 700,000 2,000,000 each; 2,000,001 ? 4,000,000 each; 4,000,001 ? 6,000,000 each; 6,000,001 ? 8,000,000 each. This cartridge matches the trajectory of standard 5.56mm combat ammunition out to 25 Meters while having a maximum range of no greater than 250 Meters. This allows realistic training at sites where range restrictions prohibit the firing of standard 5.56mm ammunition. The M862 cartridge is used in the M16 family of weapons and requires the use of a modified weapon bolt, (the M2 training bolt) which converts the M16 from a gas-operated weapon to a blowback operation. The cartridge shall conform to the requirements of the M862 Performance Specification. Only those cartridge designs which have previously been qualified by the government in accordance with the M862 performance specification shall be considered. Solicitation W15QKN-04-R-0610 is released in conjunction with this notice. All proposals should be submitted electronically to: Louisa Mel?ndez: melendez@pica.army.mil no later than August 31, 2004, 2:00 PM (EDT). All information is to be submitted at no cost or obligation to the Government. Respondents must demonstrate a capability for high rate production and delivery of these cartridges. Any non-qualified sources who would be interested in submitting a proposal, will be responsible to qualify their round at their own expense in order to be considered for award. In order to be eligible to compete for the award, a cartridge must be fully qualified by the closing date of the formal solicitation. See Numbered Note 9 & 12.
