- Description
- The Navy intends to procure legal support services from the law firm of Hawkins, Delafield & Wood to assist Naval Facilities Engineering Command attorneys with the highly specialized legal issues associated with Utilities Privatization. Legal support would be in the areas of complex pricing structures, tax implications of concern to DON, asset management controls, financial capability requirements and guarantees, third party conveyances (including real estate transfer issues), and municipal bonding implications. The contractor may also be asked to comment on specific aspects of individual proposals, review and assess draft clauses, suggest clauses and contract language to protect the Government?s interest, and provide the benefit of its experience in utility and privatization transactions. The Naval Facilities Engineering Command, Atlantic considers the law firm of Hawkins, Delafield & Wood to be the only responsible source capable of satisfying these requirements. Qualified firms desiring to state their interest in this solicitation should provide a Statement of Interest on company letterhead (not to exceed 10 pages in length) on or before 8 September 2004 to Department of the Navy, Naval Facilities Engineering Command, Atlantic, Attention: AQ146, 6506 Hampton Blvd, Norfolk, Virginia 23508-1278. Should no interest from qualified firms be received as of the closing date of this request for interest, a solicitation will be forwarded to the firm of Hawkins, Delafield & Wood on a sole source basis.
