Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. W91QF504T00012 is the reference number for this Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisit ion Circular 2001-24. This solicitation has been set- aside 100% for small business concerns. The NAICS Code is 561730. Item Description:Provide all labor, materials, equipment and supervision as needed to: Remove debris from disturbance from installation of fence project. The limits for the width are defined as tree line to the point of no recent disturbance. There is approximately 2900 linear feet of fence line for debris to be removed. The Contractor shall be responsible for proper disposal of all debr is off Fort Lee. Remove all dead or damaged trees within 75 feet distance from permanent fence line. The Government will mark the trees that will need to be removed by clearly painting an X on the tree. Trees will be marked prior to the site visit. Area s where trees and debris are removed will be rough graded or level graded back to the area of no disturbance with minimal scarring or damage to existing trees. The Contractor shall be responsible for any damage to the new fence, road, and shall repair bac k to original condition. The Contractor shall be able to remove sections of fence to accomplish this requirement. The fence must be secured by COB each day. The Contractor must start work within 10 days after award and complete work within 60 days therea fter. The Contractor shall apply a light layer of hay to stabilize soil and limit erosion after a rough grade or level grade. All Virginia Erosion Control regulations and BMPS are to be adhered with. Coordinate with EMO for environmental constraint issues. A mandatory site visit will be conducted on Thursday 2 September 2004 at 0930hrs at Fort Lee Contracting Office 1830 Quartermaster road, building 7124 Ft Lee Va. Visitors should allow time to access the post. POC is Don Bordeaux. All correspondence will b e in writing. No phone inquiries will be accepted. The following FARS are applicable to this order: 52.212-1,Instructions to Offerors-Commercial Items; 52.212-2,Evaluation of Commercial -Items (Past Performance, Ability to Meet Time Constraints and Price); 52.212-3,Offeror Representations and Certifications-Commercial Items; 52.212-4,Contract Terms and Conditions-Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items. All Quotes are due n o later than 11:30am on Thursday 09 September 2004 and should include with your offer the following on past performance: Commercial business references from at least 3, but not more than 5, companies with whom you maintain a business working relationship a nd are currently or have done business with in the most recent three (3) year period. Each reference should consist of a complete mailing address, a point of contact (POC), a telephone number and a fax number for the POC, a brief description of the type of relationship or contract. This business should be able to provide information on their business experiences with your company relating to a. history, b. customer satisfaction. Also include in your quote a statement to the effect that all work can be accom plished within the given time constraints.
