- Offutt AFB intends to issue a solicitation, FA4600-04-R-0036, for a Firm-Fixed Price Contract for Family Support Center Management. Government budget for this requirement is $33,000. Expected solicitation issue date is 31 August 2004 and expected closing date is 10 September 2004. The period of performance is expected be 15 September 2004 through 14 September 2005 with two option years, subject to the availability of funding. Expected award date is 13 September 2004. Requirement includes the management of a resource center located within the Family Support Center at Offutt AFB. Core hours are 7:30 am until 4:30 pm Monday through Friday. Public resource center consists of 10 computer workstations and seating area. The Contractor shall manage and operate the Offutt AFB Family Support Center?s Discovery Center. The Discovery Center is a resource center for use by authorized base personnel to obtain social service referrals, access the internet and obtain information about a variety of issues. Contractor will provide interactive customer service including intake assessment, provision of a full range of readiness referral services to clientelle in the following areas: transition assistance, spouse employment, relocation, financial and family life information, and family readiness to authorized patrons who are seeking assistance. Duties also include the provision of technical assistance to clientelle by assisting in the operation of computer-based programs. Contractor will serve as the initial point of contact for all software, hardware, and user problems to include network issues. This solicitation will be issued on a full and open competition basis and will not be set aside for small business. The North American Classification System (NAICS) for this acquisition is 624190. Electronic submission of quotations will be required. All Offerors are reminded that, in accordance with DFARS 252.204-7004, Required Central Contractor Registration, that lack of active registration in the CCR database by the closing date of the solicitation will make a bidder ineligible for award.
