Description
The Substance Abuse and Mental Health Services Administration (SAMHSA) intends to award a contract on a sole source based to the Interuniversity Consortium for Political and Social Research, University of Michigan, Ann Arbor, Michigan, for continuation of the Substance Abuse and Mental Health Data Archive which was established in 1998. Over the past five years, the Substance Abuse and Mental health Data Archive (SAMHDA) has become one of SAMHSA?s most visible, effective and interactive means of communicating with the general public, policy makers, researchers, and the media. The Archive provides immediate access not only to data collected by OAS but also to important data sets developed by CSAT, the National Institute of Mental Health, and the National Institute of Drug Abuse. The Archive also provides immediate access to the major publications of OAS. In the five years since it was first introduced, the Archive has become the largest single resources for data in the fields of mental health and substance abuse. Measured by the number of times individuals connect with the Archive site, SAMHDA was used more than 300,000 times in the past year; approximately 70,000 files were down-loaded in the past year to allow users to develop their own tables and charts. The statutory authority is 10 USC 2304(C)(1), as implemented by FAR 6.302-1(a)(2)(ii) - only one responsible source and no other suppliers or services will satisfy agency requirements. This requirement is determined to be available from only one source because of the unique nature of the data archive. No other organization is able to provide these required elements as specifically requested. As a result, SAMHSA has determined that award to any other source would likely require a significant reduction in desired effectiveness of the Archive resulting in an unacceptable probability of failure, and resultant costs to the Government that are not expected to be recovered through competition. The estimated issue date of the Requests for Proposals (RFP's) is October 1, 2004, with the responses due 30 days later. This synopsis of intent to award a sole source contract is not a request for competitive proposals; however, interested parties may submit Capability Statements.
