Description
Solicitation RFQ-NCI-40141-NQ is hereby amended as follows to include the following: Maintenance Support & Professional services, 1) updates (i.e. bug fixes and minor enhancements if and as released commercially; 2)upgrades (i.e. major enhnacements if and as released commercially; 3) developer support (email primary, phone as necessary) and 4) developer training (one 4-our session per year via web or onsite as necessary). All previous information remains unchanged. The National Cancer Institute (NCI), Cancer Therapy Evaluation Program (CTEP) intends on entering into a sole source contract with Advanced Software Inc., 757 Nela Lane, Los Altos, CA 94022 for the acquisition of DocuComp License(s) for the use with Docu-Mart. The CTEP, Armitage Committee , as well as experts from the medical community; FDA, and patient advocates requires a system for rapid and efficient protocol development as well as a streamlined developing process for protocol development. CTEP is developing a specialized and extremely complex application named ?Docu-MART? which will assist in the authoring, reviewing and approval of clinical trial protocol documents. CTEP vision of informatics is a powerful modern infrastructure for the secure acquisition and transmitting of data, optimize data collection through development of common standards, definitions and data elements across the clinical trails program; innovative tools to provide relevant information and educational materials about clinical trials to all who need it and to link with excellent databases of other organizations. Advanced Software Inc., has exclusive rights/patent for the Docu-Comp and is the only source known to the NCI/CTEP that has a product with compatibility features for use with the NCI/CTEP Docu-Mart. These features include but are not limited to the following: reviewing & Commenting, version Comparison, and generating change memo. Advanced Software Inc., Docu-Comp patented server-side technology solution provides all the required features required of the CTEP. Requirements/features from a Docu-MART perspective integration of DocuComp solution will provide the CTEP with the following features: 1) support browser online reviews, 2) difference text displayed helps in identifying the changes made, allows comparing a changed version to a base version. 3) automatic display of marked up changes will reduce manual effort along the Protocol development process for identifying changes made to the documents during the review cycles. 4) assist during the review process by saving valuable time of the reviewers and ensuring effectiveness of the review process by allowing the reviewers to review the easily identifiable changed text. Improve productivity of multi-person and multi-site protocol authors and reviewers by integrating comparison changed management into a coordinated documented management and workflow system. 5) assist during the authoring process and reducing the time to generate change memo. 6) increase the quality of protocol submissions by allowing authors to identify changes made since the previous versions or submissions. 7) Allow protocol authors and reviewers to continue working with the content creation tools with which they are familiar by providing support for text, HTML, Microsoft Word, and Adobe PDF formats. 8) Allow the Software Development/Systems Integration team to effectively integrate DocuComp technology into Docu-MART by operating on the same computing platform and providing a comprehensive and documented API. This requirement is being procured based on FAR 12 the acquisition of commercial items. This is not a request for competitive procurement. However, if any interested party believes it can provide the above features it may submit a capability statement. The capability statement and any information furnished must be in writing and must contain material in sufficient detail with the necessary documentation to allow the NCI/CTEP to determine if the party can perform this requirement. An original and two copies of the capability statement must be received in the contracting office by 1:30 PM EDT on August 30, 2004.
