Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation No. 2004-4431-036 is being issued as an Request for Quote. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-14. The NAICS code applicable to this acquisition is 334516. The USDA, ARS, Natural Products Utilization Research Unit, University, Mississippi has a requirement to upgrade an Aminco DW-2000 Spectrophotometer with On-Line Instrument Systems, Inc. The upgrade shall include: Modernization of the USDA's high quality UV/Vis spectrophotometer resulting in a contemporary, 100% trouble free unit requiring minimal maintenance. The dual wavelength capabilities of the instrument make it ideally suited for monitoring turbid samples. The modernization procedures include the removal of all electronics, and continues with the addition of stepping motors, optical encoding devices, and other hardware required for communication between the optics and the OLIS Control Unit. OLIS Control Unit includes the Window 2000 Professional compatible OLIS Spectral Works software, software package for controlling the DW-2000 spectrophotometer after the upgrade. The software allows powerful user control of all data collection, data manipulation, data storage/retrieval, and instrument control. Visual images of data include unique color display for instantaneous identification of multiple records. Data may be collected and analyzed as spectral or kinetic records. The program supports the extrapolation of kinetic information from spectral sets, or vice versa. Unique OLIS algorithms allow synthesis of kinetic, Gaussian, and scatter lot data sets for comparison, evaluation, and pedagogical purposes. OLIS Control Unit includes an OLIS verified and supported NEDC computer with Intel 2.4 Ghz Pentium microprocessor. Features 512 Mbytes RAM, a 512B Pipeline Burst SRAM cache, a 40 gigabyte hard disk with a 3.5" high density disk drive and an 52X CD-RD drive, two RS 232 ports, and one parallel port Windows 2000 Professional, custom OLIS Analog-Digital-I/O Subsystem, high-resolution 17 inch SVGA color graphics monitor, keyboard, and HP DeskJet 3820 printer. SUPPORT: Entire modernized and computerized spectrophotometer is supported by and serviceable through OLIS. Include comprehensive one-year warranty, with expected cost free performance.
