Description
I. GENERAL SPECIFICATIONS A. Scope of Contract. This solicitation is to provide for the delivery and planting of 7500 potted (containerized) seedlings. Seedling stocking composition will include baldcypress (Taxodium distichum), water tupelo (Nyssa aquatica), Nuttall Oak (Quercus nuttallii) and Overcup Oak (Quercus lyrata). Contractor shall furnish all labor, seedlings, planting materials, equipment (including safety equipment), tools, transportation, supervision, and perform all work required to plant seedlings in accordance with the specifications and provisions of the contract. B. Description and Location. The area to be planted is within the boundaries of the Louisiana Partners/Big Sky Wetlands Reserve Program (WRP) easement, Catahoula Parish, Louisiana. Access is along the Diversion Canal Road off Hwy 28 or Hwy 124. C. Boundaries. Plant 7500 containerized seedlings at the rate of 15 seedlings per acre on an approximate 54 feet x 54 spacing. A total of 500 acres will be planted within Field #24. D. Coordination. The Contractor shall coordinate closely with the Contracting Officer’s Technical Representative (COTR) concerning items such as security, access to the planting site, work schedules, etc. The planting schedule will be determined by the COTR. The Contractor shall contact the COTR no later than October 1, 2004 to initiate coordination. Planting is planned for October 1, 2004 thru March 15, 2005, but will depend on local soil moisture conditions. Contractor will be given a formal Notice to Proceed and instructed to complete all work within 28 working days. E. Work Hours. Planting is permitted between 0700 and 1700 hours Mondays through Fridays. Work during other times may be possible with the approval of the Contracting Officer. Personnel must have vacated the property no later than 1700 hours daily and must notify the COTR to ensure all gates are closed and locked after the property is vacated. F. Safety and Health. Contractor shall comply with all applicable requirements in OSHA regulations. G. Environmental and Cultural Resources. 1. Erosion Control. All equipment shall be operated in a manner causing the least possible disturbance to the soil. 2. Protection of Streams, Lakes and Reservoirs. Contract shall use every precaution necessary to prevent pollution of streams, lakes and reservoirs by fuels, oils, other chemicals, silt or other harmful materials. All streams will be kept free of debris generated by the Contractor. 3. Protection of Archeological/Historical Resources. The Contractor, upon discovery of suspected archaeological or historical materials, shall cease work in the vicinity of such material and immediately notify the COTR. 4. Protection of Soil. Contractor shall use every precaution necessary to prevent the contamination of soils by the spills of petroleum products (oils and fuels), ethylene glycol (coolant) and other chemicals and harmful materials. Contractor shall also be responsible for reporting all spills of the aforementioned materials immediately to the COTR. II. TECHNICAL SPECIFICATIONS A. Requirements: 1. Deliver 7500 live potted seedlings to the site in good condition. Tree seedlings must be handled and cared for according to the NRCS standards and specifications below. 2. Plant 7500 potted (containerized) seedlings at the rate of 15 seedlings per acre on an approximate 54 feet x 54 spacing. A total of 500 acres will be planted within Field #24. Seedling stocking composition will include baldcypress (Taxodium distichum), water tupelo (Nyssa aquatica), Nuttall Oak (Quercus nuttallii) and Overcup Oak (Quercus lyrata). The number of each species planted must fall within the following ranges: Species Acceptable Range Baldcypress 4500-5000 Water tupelo 1000-1500 Nuttall oak 250-750 Overcup oak 250-750 All four species must be planted within the ranges stated above and any combination that totals 7500 seedlings is acceptable. For example, the following combinations of seedlings are acceptable: Ex. 1: You may plant 4500 baldcypress, 1500 water tupelo, 750 Nuttall oak, and 750 overcup oak for a total of 7500 seedlings. Ex. 2: You may plant 5000 baldcypress, 1000 water tupelo, 750 Nuttall oak, and 750 overcup oak for a total of 7500 seedlings. Ex. 3: You may plant 5000 baldcypress, 1500 water tupelo, 500 Nuttall oak, and 500 overcup oak for a total of 7500 seedlings. 3. Install 7500 protective tree guards according to the NRCS standards and specifications below. B. Potted (Containerized) Tree Seedling and Planting Specifications 1. Potted Seedling Specifications A. Live containerized seedlings must have been potted in containers for at least 2 months prior to September 30, 2004. B. Minimum Container Sizes: 2.5 gallon, height 10”, diameter 10”. C. Minimum Tree Height: 3 feet with apical bud present. D. Minimum Root Collar Diameter: 1/2”. E. Protective Tree Guards: 22” to 24” plastic spiral guards. F. Soil Media contains Pine Bark compost, Rice Hull Compost and sand. Each container weighs 8 to 12 lbs. G. Seedlings will be delivered to the site on a protected trailer. A protected trailer is defined as a trailer enclosed by a tarpaulin or other device that will protect the seedlings from wind damage. H. Seedlings will be stored on the site in a protected trailer. Seedlings must be planted between October 1, 2004 and March 15, 2005. 1. The steps for planting trees are as follows: Step 1: Excavate hole 14” to 16” wide, 10” to 12” deep holes at the designated spacing (54’ X 54’). Recommend use of an Auger. Step 2: Planting crews remove the tree from the pot container and loosen any bound lateral roots. Step 3: Place seedlings and nursery growing media the hole with the root collar at ground level. Step 4: Place loose soil in the hole and pack firmly around the roots. Step 5: Remove all debris associated with the project from the area. III. INSPECTION AND ACCEPTANCE Inspection by the Government of the work performed under this contract shall be made as planting progresses. The COTR will periodically observe the operation to ensure that all of the technical specifications are followed. IV. PAYMENT A one-time payment will be made to the Contractor upon acceptable completion of the project as outlined through electronic funds transfer.
