Description
NASA/MSFC has a requirement for 48 each Accelerometers, Model 351B03; 1 each Force Sensor, Model 218C; 1 each Charge Amplifier, Model 421A11; 1 each Coaxial Teflon cable, Model 003c10; 48 each Adhesive base, Model 080A; and 12 each Cable, Model 01ay100ay. NASA/MSFC intends to purchase these items from PCB Piezotronics, Inc., 3425 Walden Avenue, Depew, NY 14043 pursuant to FAR Part 13.106(b)(1). Competition is impracticable for the following reasons: The proposed equipment is capable of being used in a cryogenic environment for an upcoming test. MSFC currently has over $200,000 of test support hardware manufactured by PCB Piezotronics that was procured over the last 10 years. This hardware is primarily accelerometer signal conditioners that will be used for an upcoming test. The proposed hardware must be compatible with the existing support test hardware, which interfaces with sensors that were also manufactured by PCB Piezotronics. Using accelerometers manufactured by the same company as the signal conditioners and the sensors ensure the accuracy of the test data. The required four-conductor, four-socket plug (each end) shielded cables also being purchased are specifically for a PCB Piezotronics DC capacitive accelerometer that is currently being used. There are no known cables from any other source that can interface to these DC capacitive accelerometers, Model No. 3701M15. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on September 3, 2004. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer, which shall be considered by the agency. An Ombudsman has been appointed.
