Description
NAICS Code: 339111 The U.S. Environmental Protection Agency (U.S. EPA) National Enforcement Investigations Center (NEIC) intends to award fixed-price Purchase Order using Federal Acquisition Regulation (FAR) Part 13, Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The provisions at FAR 52.212-1, Instructions to Offerors-Commercial Items, and FAR 52.212-4 Contract Terms and Conditions-Commercial Items, apply to this acquisition. The Government will award a Purchase Order resulting from this solicitation to the responsible Offeror whose offer, conforming to the solicitation provisions, will be the most advantageous to the Government, cost and other factors considered. This solicitation is for a brand name, Market Forge Model STME-L Sterilizer, or its equivalent. The salient technical specifications for the sterilizer unit are as follows: The unit must not exceed 24 inches in width, 32 inches in depth, and 30 inches in height without a stand. The unit shall be capable of operating on a 208 volt, 60 amp electrical supply. The chamber shall at least 14 inches high, at least 16 inches wide, and at least 24 inches deep. The unit shall include two trays of 120 square inches of area, with at least for inches of overhead clearance. The unit shall have a fully adjustable temperature capability, and be capable of sustaining sterilization temperatures of up to 120 degrees Celsius. The unit shall have timed sterilization up to 60 minutes after operational temperature is reached. The unit shall have selectable capabilities for solids and liquids. The unit shall be capable of producing and sustaining internal pressures up to 30 pounds per square inch, gauge, (PSIG). Exterior and internal surfaces shall be composed primarily of stainless steel, 304 grade, 316 grade acceptable. The unit shall have safety features to include a door interlock to prevent opening until internal pressures are ambient. The unit shall include temperature and pressure gauges to monitor internal temperatures and pressures. The unit shall be equipped with a low water cut-off, safety valve, and thermostated steam trap. The unit shall include a minimum one year warrantee. QUOTE SUBMISSION INSTRUCTIONS: The Offeror shall prepare a cost estimate in accordance with the technical specifications. The Offeror shall also provide a firm-fixed price cost estimate to shipping and handling, and any discounts. Please also provide a quote on a 12X20X 2 ? shelf, a stainless steel stand, and an exhaust condenser. Copies of the estimate shall be submitted in pdf format or Microsoft Word format to Contracting Officer Carole Britt at britt.carole@epa.gov and Contracting Officer's Technical Representative Chris Weis at weis.chris@epa.gov by the response date. Evaluation Factors: The Government intends to make award to the responsible Offeror whose offer conforms to the Request for Quote (RFQ) and is most advantageous to the Government, cost and other factors considered. For this requirement, award will be made on a lowest-price, technically acceptable basis. The NAICS Code for this procurement is 339111. Any firm who believes it is capable of meeting EPA's requirement stated herein may submit a response, which if received within 10 calendar days of the date of this announcement will be considered.
