- ANY REQUESTS MUST BE WITH YOUR COMPANY NAME, ADDRESS, TELEPHONE AND FAX NUMBER, PLEASE NO EMAILS UNABLE TO ACCESS IT. NO SUBSTITUTIONS SHALL BE ACCEPTABLE. The United State Naval Academy (USNA) has a requirement for the Advanced Seals Delivery System (ASDS) for the following ECU Equipment: that is manufactured by Excelso Developments Inc, 65 Main Street, Silver Creek, NY 14136. This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1: Only one responsible source and no other supplies or services shall satisfy the agency?s requirement. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five (45) days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to open this requirement to competition based upon responses to this notice or received as a result of a notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The procurement of this highly specialized service in a competitive basis will result in a duplication of cost and time to the government. Manufactured by Excelso (Clin 0001 ? DWG 6393874-01, Rev. A, Heat Exchanger Assembly, and Condenser. All Welding performed using GTAW process in lieu of Electron Beam Welding as per note 7. In an effort to reduce cost and lead-time cleaning of all hardware to be per good commercial practice in lieu of drawing specified ANSI/AWS D10.6 section 10. The use of titanium CP-grade 2 per ASTM B 338, seamless tubing in lieu of drawing specified 3AL-2.5V. Dwg. No. 6391046, Revision E, Bottle, ECU Pressure Housing (less items 008, 009, 010, 011, and 012). This solicitation shall close on Tuesday 31 August 2004, at 3:30 PM local time.
