Description
The Fleet and Industrial Supply Center (FISC) Norfolk, Detachment, Philadelphia intends to acquire on a sole source basis tariffed, recurring telephone services for the Naval Computer and Telecommunications Area Master Station (NCTAMS) Atlantic (LANT) Detachment (DET) Pensacola, FL in support of its following Base Communication Offices (BCOs): BCO Corpus Christi, TX; BCO Kingsville, TX; and BCO Ft. Worth, TX. Firm Fixed Price task order(s) under the applicable Basic Agreement issued by the Defense Commercial Communications Office (DECCO) are contemplated. The proposed acquisition includes the following services: (1) BCO Corpus Christi: The Contractor shall provide Primary Rate Interface (PRI) trunking services on a secure, redundant fiber network for up to approximately 3,700 telephone stations for the Naval Air Station customers located in the Corpus Christi, TX area; (2) BCO Kingsville: The Contractor shall provide Primary Rate Interface (PRI) trunking services on a secure, redundant fiber network for up to 1,700 telephone stations for the Naval Air Station customers located in Kingsville, TX; and (3) BCO Ft. Worth: The Contractor shall provide Primary Rate Interface (PRI) trunking services on a secure, redundant fiber network for up to approximately 5,000 telephone stations for the Naval Air Station Joint Reserve Base located in the Ft. Worth, TX area. All required trunking services shall provide a high capacity access path/interface to the Public Switch Telephone Network (PSTN) supporting simultaneous access, transmission, and switching of voice, data, and imaging services. Additionally, the contactor shall likewise provide network assistance and support 24 hours per day/ 7 days per week to each of the three (3) above-mentioned BCOs. The scheduled period of performance for the required telecommunication services encompasses October 2004 through 28 February 2005. The Government intends to solicit on other than a full and open competitive basis pursuant to FAR 6.302-1, Only One Responsible Source and No Other Supplies will Satisfy Agency Requirements, with Southwestern Bell Telephone, 1010 North Mary Room 819, San Antonio, TX 78215. Inclusive with the required trunking services, Southwestern Bell Telephone provides and maintains the secure, redundant infrastructure providing connectivity for the multiple Rate Demarcation Points (RDPs) supporting the customers in the geographical locations mentioned above. This application is not provided by any other known vendor in the applicable geographical areas. Numbered note 22 applies.
