Description
This is an ammendment to previous synopsis, solicitation number N68335-04-C-0211. NAVAIR Lakehurst, NAWCACDIV intends to issue a sole source procurement to Raytheon of El Segundo, CA, to procure (7) seven each (two (2) of which will be procured for the Canadian Air Force under FMS Case Number CN-P-GMJ and the remaining (5) five for the US Air Force) of the Operational Test Program Sets (OTPS) and all related TPS elements. The OTPS to be procured is in support of the F/A-18, APG-73 RADAR Receiver Weapons Repairable Assembly (WRA) (P/N 3525026-110) tested on the Consolidated Automated Support System (CASS). The Navy does not own specifications, drawings, and related data to permit full and open competition. Raytheon is the only known source that possesses the unique experience, technical data, and expertise needed to fulfill the government?s requirement. The Government intends to procure these items under Title 10 U.S.C. 2304 (c) (1) as implemented by the Federal Acquisition Regulation (FAR) 6.302-1. All responsible sources may submit a proposal which may be considered by the Government in determining whether to conduct a competitive procurement. A determination by the Government not to open the requirement to competition based on the responses to this notice is solely within the discretion of the Government. See numbered notes 22.
