STATEMENT OF WORK: Service Uniform E6 and Below Contractors Responsibilities: Manufacture wear test insignia in various types and rates to support the outfitting of 550 test participants with a goal of 50/50 male and female test participants of Rate E1-E6 at the designated 11 test sites. Open Front Buckle Chromium plated 275 275 Service Uniform Insignia Requirements: Embroidered Insignia: All embroidered Male Rating Badges and Unisex Group Rate Marks shall be in accordance with MIL-I-15864K INSIGNIA, EMBROIDERED (MEN AND WOMEN). With the following exceptions: Background Fabrics shall be: Khaki 3729 Cloth, Wool and Polyester/Wool 55/45, Tropical: in accordance with MIL-C-21115, Type III, Class 1. All Khaki fabric shall be Furnished by NCTRF Grey 3126 Cloth, Wool and Polyester/Wool 75/25, Tropical: in accordance with MIL-C-24910. All Grey fabric shall be Furnished by NCTRF All embroidery thread shall be Black Han 67138. This includes Rating Badge chevrons and eagle, and Group Rate Mark stripes. No specialty marks will be used on the Rating Badges. A suitable backing material shall be used. Rating Badges shall be supplied in E6 only. All embroidered Female Rating Badges shall be in accordance with MIL-I-18496F INSIGNIA, EMBROIDERED (WOMEN). With the following exceptions: Background Fabrics shall be: Khaki 3729 Cloth, Wool and Polyester/Wool 55/45, Tropical: in accordance with MIL-C-21115, Type III, Class 1. Collar Devices: All metal E2-E3 Collar Device Sets will be in accordance with MIL-D-16475/54C-DEVICES, METAL (BREAST AND COLLAR) GROUP RATE SEAMAN/APPRENTICE NJROTC. with the following exceptions: Shall be supplied in set with left and right devices. Shall be supplied with a rhodium-electrodeposited mirror like polished and lacquered finish. All metal E4-E6 Petty Officer Collar Device Sets shall be in accordance with MIL-D-16475/70A-DEVICES, METAL, (BREAST AND COLLAR) ENLISTED PERSONNEL (Petty Officer 1, 2, & 3) with the following exception: Shall be supplied with a rhodium-electrodeposited mirror like polished and lacquered finish. Epaulet Devices: All Metal E4-E6 Petty Officer Jacket Epaulet Device Sets shall be made in accordance with MIL-I-17988/4E-INSIGNIA, CAP AND HAT ENLISTED AND PERSONNEL WORK CAP with the following exceptions: Shall be supplied in set with left and right devices. Cap Devices: All Metal E4-E6 Petty Officer Garrison Cap Devices shall be made in accordance with MIL-I-17988/4E-INSIGNIA, CAP AND HAT ENLISTED AND PERSONNEL WORK CAP. Belt Buckles: All 1-5/16? NBDU Fabric Information: The following fabrics shall be provided to contractor by NCTRF. Blue/Grey Woodland Cloth, 50/50 nylon/cotton twill fabrics in accordance with MIL-PRF-MCCUU Uniform, Combat/Utility, Camouflage Pattern; Marine Corps (Blouse and Trousers) Type I, Class 2; with the following exceptions: The camouflage woodland print pattern shall be in accordance with MIL-C-44031 Blue/Grey Digital Insignia: Cloth, 50/50 nylon/cotton twill fabrics in accordance with MIL-PRF-MCCUU Uniform, Combat/Utility, Camouflage Pattern; Marine Corps (Blouse and Trousers). As per NCTRF color and pattern standards. Contractors Responsibilities It is the contractor?s responsibility based on historical sales data to develop an all-inclusive assortment of insignia to outfit each test participant in the wear tests. Ship the insignia to the 26 designated test sites in support of two programs (See Test Site Listing) support distribution of the insignia at the sites identified with an * on the test site listing. Shipping: Manufacturer will be required to separate the test insignia for each test site, and ship all test insignia to the test sites. All test items will be kept at the contractor?s plant for shipment to the designated test sites. Shipping costs will be at the contractor?s expense. The actual shipping points will be furnished to the contractor after Navy approval by NCTRF. Packaging: All Blue/Grey Digital NBDU insignia shall be packaged and labeled A/D on the exterior of shipping containers. All Blue/Grey Woodland NBDU Insignia will be labeled B/C on the exterior of shipping containers. Packing and packaging for the test items will be in accordance with commercial practice. Support: A contractor representative will support the sites identified with an * on the test site listing. By providing assistance in insignia issue, quality, shipping discrepancies, and problem resolution in support of the wear test. The contractor representative will also be responsible for the staging of the test insignia at the test sites in preparation for the Navy Clothing and Textile Research Facility (NCTRF) team to issue test insignia when they arrive. The contractor representatives shall serve as the interface between the contractor?s plant and test sites/issue areas. Special Services to include: 48-hour wear test insignia shortfall replenishment within the Continental United States.
