Description
SUBJECT ELECTRIC PRIMER, MK45 MOD 1 This Sources Sought/Market Survey replaces the presolicitation Notice listed under Solicitation #W52P1J-04-R-0241 which was posted August 18, 2004. DESC: The purpose of this Sources Sought/Market Survey is to identify potential production sources for the MK45 MOD 1 Electric Primer Assembly NSN 1390-00-877-5245. The U.S. Navy utilizes this item in the 5/54 Naval Gun system. This item is part of the MK67 Mod 3 Propelling Charge for 5?????? gun ammunition. The item is threaded into the base of a cartridge case and tightened to a specific torque. The Propelling Ch arge is initiated by an electrical impulse igniting a chemical composition that ignites a series of black powder charges. The flame from the main black powder charge is vented through holes in the primer tube that then ignites the main propellant in the c artridge case. The metal components are zinc-plated steel, copper and brass. The approximate dimensions of the final assembly are 21.5 inches long and 1.25 inches in diameter. Final product contains an embossed headstamp with an identification number. Though dimension s and specific components may differ, it is similar in construction/appearance to the MK161, M83 primers. Since this item is used in an automatic feed system reliability to perform is crucial. Potential manufacturers should have experience in handling explosives and static sensitive explosive components. Black powder is a hygroscopic material and moisture wi ll degrade performance. Hang fires and misfires can significantly reduce system effectiveness and could result in damage to the gun or injury to personnel. The estimated annual quantities are 33,000 for FY05, 45,000 for FY06 and 15,000 for FYs 07 through 09. The desired delivery schedule is to begin receiving product in December 2005 at a rate of 3,000 to 5,000 primers per month. Please advise as to economi c order quantity and estimated price range for stated quantities. Interested contractors should identify company size, descriptive information on your company??????s manufacturing capabilities (equipment, capacities, facilities, critical skills), and past performance on electric primers or other similar items. Participa tion in the effort is strictly voluntary with no cost obligation incurred to the Government. The Government at its discretion and without explanation may choose not to purchase all or part of the item described herein. All interested sources are requested to submit responses, but only in writing with clear and convincing documentation by close of business 30 days after date released. This synopsis is not a Request for Proposal. This synopsis serves as a market research tool to determine the availability and adequacy of potential business sources prior to determining the method of acquisition and issuance of a Request for Proposal including the use of any appropriate small business programs. The technical data package (TDP) is classified as ??????Distribution D??????-limited distribution. Distribution D means that the TDP cannot be routed via the internet. This TDP contains technical data whose export is restricted by the Export Controls Act , (Title 22, U.S.C., Sec 2751 ET SEQ.) or the Export Administration Act of 1979, as amended (Title 50 U.S.C. APP 2240, ET SEQ.) Dissemination will be made IAW DOD Directive 5230.25. Technical data and drawings are available upon request. Interested parties must be registered with the U.S/Canada Joint Certification Office to obtain a copy of the Technical Data Package (see www.dlis.dla.mil/jcp/ for instructions and information). After receipt of required certification, request a copy of th e TDP via email from joseph.marina@us.army.mil Request must include: cage code, company name, address, phone number, e-mail address, and point of contact.
