Description
The US Army is considering issue of a Request for Proposals (RFP) for procurement of AN/PSQ-20 Enhanced Night Vision Goggles, associated spare parts, and contractor maintenance support. The ENVG is a helmet-mounted passive device for the individual soldier that integrates image intensification and long wave infrared sensors into a single, integrated helmet mountable system. System performance requirements will be defined through a system performance specification and the ENVG Capability Development/ Production document (CDD/CPD) to be posted on this site. It is anticipated that a draft RFP will be issued on or about 30 Sep 2004, RFP on or about November 2004, proposals due on or about December 2004, and award approximately March 2005. It is anticipa ted that Industry Days will be conducted in early October and early November 2004. The anticipated acquisition strategy for the award is as follows: (1) full and open competition; one firm-fixed price multi-year award which will consist of a: four (4)-ye ar (FY05-08) base with one (1) an additional option year (FY09). Options will also be available within the four basic program years. Offerors will be encouraged to propose enhancements provided substantiating data for these enhancements are included in t he offeror??????s proposal. Sample hardware will be required to support proposal submission and must include any proposed enhancements. Award will be based on the best overall value to the Government. Total basic requirements are anticipated to be appro ximately 500 each for FY05, 1,250 each for FY06, 3,000 each for FY07, and 5,000 each for FY08. This is not a request for proposal. Potential offerors interested in the ENVG program are encouraged to monitor the Army Single Face To Industry FedBizOpps web site (https://acquisition.army.mil) for further program information. The US Army under the ENVG contract effort is interested in the following enhancements, in addition to any other product enhancements that potential offerors may be entertaining for offer to the Government. 1) Reduction in number of batteries required to operate the system IAW with Key Performance Parameter (KPP) requirements established in the CDD/CPD. 2) Decreased weight 3) Increased recognition range 4) Increased system reliability 5) Battery power integrated into the sensor subsystem Contract award is projected for March 05 with deliveries of initial 75 production qualification units due no later than six months after contract award. It is the Government's intention to use fixed delivery start times based on option exercise date regar dless of quantities (and their associated delivery schedule) already on contract. The following draft documents: performance specifications, Capability Development/Capability Production Document (CDD/CPD), Statement of Objectives (SOO), Life Cycle Cost Mo deling Forms and tools, and delivery requirements are projected for release on the ASFI FedBizOpps web site prior to 27 Aug 2004.
