- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6,as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation number is W9124V-04-T-0032 and is issued as a Request for Quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Feder al Acquisition Circular 2001-24, effective 19 Jul 2004. This acquisition is 100% Set-Aside for Small Business. NAICS and size standard is as follows: 334515-500 Employees. This RFQ is for an Auxillary Power Unit (APU) Test Set. Brand Name or Equal to Howe ll Instruments, PN H296B-1. Description of salient physical, functional/performance characteristics follows: The required unit must be capable of testing both the UH60A and CH47 aircrafts; the unit will be portable, it will have its own carrying case cap able of withstanding deployment and field environment use; the unit will be aircraft powered, 24V DC; Operational modes to include Electrical Sequencing Unit Check Mode, Monitor Mode and Bench Check Mode. ESU Mode generates simulated signals to duplicate s tarting conditions to verify operation of ignition exciter/start fuel valve, main fuel valve, max fuel valve, start bypass valve; unit to be capable of checking ESU advisory functions and caution/advisory panel circuitry. Monitor Mode test has unit in fr ont seat or center console so that operator is capable of initiating and observing test set displays; test set monitor EGT and RPM as well a functions stated previously. Bench Check Mode allows ESU check in laboratory. Delivery date required, AS SOON AS P OSSIBLE ARO; delivery will be to Montana National Guard Army Aviation Support Facility, 3333 Skyway Drive, Helena, Montana 59602, reference provision 52.247-45, F.o.b. Origin and/or F.o.b. Destination Evaluation (Apr 1984). The Government will award a cont ract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price, Tech nical, and Past Performance. Technical and Past Performance, when combined, are significantly more important than price. Offerors are requested to submit past performance information to include persons of contact on their last two contracts of similar prod uct. If offering an equal product, submit technical specifications for review. The provision of FAR 52.212-3 with its Alt I and the clause of 52.225-4 Buy American Act-Free Trade Agreements- Israeli Trade Act Certificate (Jan 2004) apply to this solicita tion; the provision and certificate need to be completed and returned with your offer.
